3. 1.The Ministry of Transport’s role
Provide advice to Ministers
Develop policy for road, rail, aviation and maritime
Develop legislation, rules and regulations
Represent the Government’s international interests

4. 1. The Ministry of Transport Where do we fit?
So where do we fit in the government transport sector? [CLICK]
Our role is to:
provide first class advice to the government on the transport issues of the day.
take a strategic leadership position in the transport sector.
In addition to this, we provide oversight to the transport agencies which regulate each mode:
the New Zealand Transport Agency.
Maritime New Zealand
the Civil Aviation Authority and the Aviation Security Service
Each agency is governed by a Board of Directors, which the Minister appoints. The Ministry’s Governance team runs the board appointment process on behalf of the Minister.
The Ministry provides advice on performance expectations for the individual boards, and oversees the actual performance of the Crown agencies. This ensures the boards are accountable, and that they deliver on the Minister’s priorities.
We also provide oversight to the Transport Accident Investigation Commission which conducts safety inquiries into incidents across all modes.
Three independent SOEs complete the picture of the government transport sector.

Airways New Zealand is our national air navigation service provider, the first in the world to be fully commercially funded
KiwiRail is our national rail owner and operator, one of the country’s biggest freight movers and tourism operators
and MetService provides weather information services not only to the New Zealand public but to businesses in the private sector. [CLICK]

5. 2. Driver Licensing Review
Announced by Minister Foss December 2014
Aim
To improve regulatory efficiency and reduce the compliance burden, while maintaining or improving road safety.
Objectives
Update the expression of the legislation
Ensure the regulatory framework is flexible and adaptable
Remove low value or disproportionate requirements and unnecessary detail
Enable customer-focussed, accessible and convenient services
Ensure value for money.

7. 3 What’s coming up: Driver Licensing Review
The review is reporting back to Government in the near future
Some of the review’s findings will require changes to:
the Land Transport Act
the Rule or regulations
licensing system internal business rules
These will be considered and advanced over the next 12 months
After any changes are accepted there will need to be allowance for implementation

8. 3 What’s coming up: Safer Journeys
Continuing to progress work from the current action plan
Release of interim evaluation
Consideration of and delivery of the next action plan (which is intended to take us through to 2020)
Progressing research to support current work and prepare for the next road safety strategy (2020 onwards)
Important considerations here are:
improving our understanding of the scale and nature of the public road safety spend
the potential role of emergent technologies
