VCSE led transformational programme of work in Salford
2-year programme of work until March 2020
Funded through GM Transformation Fund
Creates a new infrastructure which will link statutory health care to VCSE provision and activities
Focusing on Person and Community-Centred Approaches
No additional money for services and activities… but Third Sector Grant scheme will be used to support activity for social prescribing

2. This programme for developing person and community-centred approaches across the life course includes three broad, interdependent areas of work:
WORKSTREAM 1 – Creation of an overarching, VCSE led, Social Prescribing model for Salford
WORKSTREAM 2 – Establishing a VCSE ‘Invest to Save’ approach that enables some VCSE sector transformational development via investment in
Volunteering
Progressing innovation / tests of change
Capacity-building & transforming key VCSE anchor institutions
Developing a VCSE Leadership programme, including delivering workshops to public sector partner
WORKSTREAM 3 - Embedding a social and added value approach to achieve health outcomes through the collective action of those both inside and external to the health and social care ‘system’ (including the VCSE sector) via the focus of doing responsible business on the Salford Social Value Alliance’s 10% Better campaign’s wellbeing and health outcome targets

£1.12m over 2 years (18/19 & 19/20)
Salford CVS is the accountable body and employs a .8 Programme Manager
Salford Third Sector Consortium is our delivery partner for Workstream 1
The Big Life Group will employ the Workstream Coordinator on behalf of the Consortium
Neighbourhood based delivery - 5 VCSE Anchor organisations
Langworthy Cornerstone (Ordsall)
Inspiring Communities Together (Swinton)
Social Adventures (Broughton)
Unlimited Potential (Irlam)
Start (Walkden and Little Hulton)
Each of these organisations will employ a Community Connector
Focus of activity is in making the referrals and connections required to support the ecosystem
Initial work with Salford Together Enhanced Care Teams, GPs and Care Navigators

4. Wellbeing Matters - delivery
Workstream 2 – Focus on volunteering development, leadership and support for the sector
Salford CVS employs 3 f/t Volunteering Development Workers (complementing the existing x2 employed by CVS who work under the Community Assets workstream headed up by ICT) and a p/t Volunteer Centre Brokerage Worker
Workstream 3 – Salford CVS employs a f/t Social Value Development Worker, who also reports to the Social Value Alliance
Going ‘live’ with all positions in place October 2018, to coincide with Care Navigation

5. Wellbeing Matters – why are we doing this?
Salford’s Locality Plan aims for people to be able to take control and have greater responsibility for their health and wellbeing
This needs a system which encourages people to take an active role in their health, live as well as possible with health conditions, and feel in control, valued, motivated and supported…
BUT, although the Voluntary, Community and Social Enterprise (VCSE) sector could play a key role in this social model of health, the key building blocks aren’t all in place to enable end-to-end ‘social prescribing’
An opportunity exists to build from this work to embed PCCA through behaviour change, high-quality volunteering, informal networks of support and impactful models of delivery; create a VCSE infrastructure to enable social prescribing, and to use ‘social value’ as a driver across all sectors to achieve health and wellbeing outcomes from responsible business activity.
Salford has been a test bed for programmes such as Realising the Value and our own Integrated Care Programme, which support values-driven, person and community-centred approaches to care and support.
