PARKING- GATE PEDESTALS
The gate pedestals have been installed in Lot A for the Parking Automation Equipment. Parking deck at ct1 and ct2
POG has conducted a RFQ for the design-build of a parking deck at CT1 – CT2 in order to turn Parking Lots A, B, and B-West into cargo staging areas for the Port’s West End Development. The parking deck is planned for 1,500 parking spots and it may be two to three stories high. Project execution is expected for and 2020.

Cruise terminal 3 parking and utilities
Prequalification of POG’s Consultant is completed. Preferred Consultant is AECOM. Negotiations currently underway on scope of work and price. POG has engaged Gahagan and Bryant Associates to handle the permitting for CT3. POG engineering staff has approached the City of Galveston engineering group about working together to resolve flooding issues across the Port, particularly at Pier 10 The City’s Public Works Group recently cleaned up the outfall located at Pier 36 with divers and plans to clean and repair the rest of the outfalls across the Port. The Port welcomes the program and offered cooperation to facilitate the works.

Pelican island development permitting
POG has retained Gahagan & Bryant Associates for permitting this project under their current MSA. Permitting with the USACE includes as a minimum Section 10/404 and TCEQ 401 Water Quality Certification. Additional permits may be required such as, RE Outgrant, TGLO Coastal Easement and Section4048 Permit. POG to enter into a Section 214 Agreement with the USACE to expedite processing the permit application. Pre-Application/ JEM and 214 Agreement meetings with the USACE are scheduled for Application preparation, submission and permit acquisition may take between 12 to 18 months depending if additional permits are required by the USACE. This process started on

POG developed a Conceptual design for the permitting process (see pictures).

Buried contaminated rail car at ct2 – tceq corrective actions
During the installation of a stormwater line at CT2 a buried contaminated rail car with arsenic was found at Pier 26 on January 2008. The Texas Commission of Environmental Quality (TCEQ) required ground water monitoring to assess the contaminant plume and a response action. POG retained AECOM to provide sampling, testing and reporting of ground water in six wells constructed around the rail car location and propose a response action. Ground water monitoring was performed from 2008 to 2014 when the program was halted because there was no follow up after the staff person in charge left the Port. TCEQ has recently contacted the Port regarding a full investigation due to the cessation of groundwater monitoring and implementation of response action. POG has taken action to resume groundwater monitoring and apply to the City of Galveston for a Municipal Setting Designation (MSD) as the response action. POG has submitted a schedule of activities to the TCEQ for their consideration and awaits the green light for implementation.

West end development POG is planning the development of the West End for cargo operations which entails the integration of Pier with Pier by filling Slip 38. In order to provide for closure of Slip 38 and a sound structural continuous wharf all across, a new bulkhead is projected right in front of the existing one. Slip 38 will be filled with dredged material expected to come from the dredging at the Pelican Island Development or an alternate source. Among the benefits of integrating these three areas is the potential to bring rail access in close proximity to the water front to streamline cargo offloading and ship out operations.

SECURITY UPDATES The Police Communications Center had a routine audit by the Texas Department of Public Safety TCIC/NCIC. The Port Communications passed the audit with only one minor discrepancy which has been corrected. William “B.J.” Martinez will be promoted to Telecommunications Supervisor on October 25th to fill a position that has been vacant since June of this year. The USCG along with local, state and federal officers toured the cruise ship terminals over two days in September. The Port’s FSO hosted the event along with other Port staff members. Police staff members attended Active Shooter (ALERRT) and Critical Incident training with the University of Texas Police Department. A number of other local law enforcement agencies were invited to participate in this training as well. This training strengthened the mutual aid cooperation between all agencies involved.
