Develop and implement local, consumer driven process for recovery and recycling of non-refillable gas cylinders.
Project to be carried out in accordance with all applicable federal, state and local requirements.
Project to be conducted in locality representative of average buying population based on cylinder sales analysis.
Project to be implemented over a month period.

Level of consumer interest in environmentally responsible alternatives for cylinder disposal. Some measure of identifying which segments of users more likely to recycle.
Factors necessary for sustainable, safe process; retaining consumer awareness.
Cost per cylinder involved in over-all process (not adjusted for offsets provided by sale or use of recovered materials) Offsets to be tracked separately.
Objective of reclaiming a minimum of 20% of cylinders sold annually in given locality is achievable.
No increase in risks posed to scrap steel processors or end users of scrap associated with cylinders involved in process.
Process can be replicated/implemented on larger scale.
