1
Cartographic Reference Data applied to National Statistics A case study using the German Business Register - Part 2 -
2
Content "Spatial References of Statistical Data", a project of the Federal Statistical Office Germany Georeferencing the German Business Register Mapping and anonymisation of the Georeferenced German Business Register (GGBR) Use of data from mapping agencies for the spatial analysis and evaluation of the GGBR Anonymisation: (first methodological ideas from the project group - by now not adjusted with the legal framework)
3
The project "Spatial References of Statistical Data"
Components Examination of the legal framework Georeferencing survey entities exemplified by case studies, e.g. the German Business Register Implementation of spatial analysis and evaluation methods exemplified by case studies, e.g. the German Business Register Options of providing and distributing spatial statistical data Requirements of a future-proof GIS-IT
4
Georeferencing the German Business Register
Why georeferencing the German Business Register? Availability of a large address data base (nearly 5 mio. addresses) Producing benefit by creating new statistical data based on the attributes of the GGBR Spatial plausibility control of the German Business Register Decision support for politicians in economic and social domains Preventing and estimating economic consequences for businesses in case of natural disasters, e.g. flood disasters
5
Georeferencing the German Business Register
Data Sources for georeferencing the German Business Register German Business Register as of 1995 (URS95) Coordinates of buildings as of (Data of the "Deutsche Post Direkt GmbH") In future: Usage of ALKIS*) with coordinates of buildings Space-oriented methods applying to the GGBR Data validation and verification Anonymisation Spatial analysis *) Authoritative Real Estate Cadastre Information System
6
Georeferencing the German Business Register - Spatial reference level
ATKIS*) street layer Streets *) Authoritative Topographic and Cartographic Information System
7
Georeferencing the German Business Register - Building coordinates of enterprises
ATKIS street layer and GGBR point layer (dummy example because of legal reasons) Streets Enterprise locations
8
Mapping and anonymisation of the GGBR - Mapping of attributes by grid conversion
ATKIS street layer and GGBR grid layer (dummy example) *) Persons who are subject to compul- sory national insur- ance (hectare sums) Streets low *) high *) no enterprises
9
Mapping and anonymisation of the GGBR - Anonymisation by grid suppression with respect to legal restrictions ATKIS street layer and GGBR grid layer (dummy example) *) Persons who are subject to compul- sory national insur- ance (hectare sums) Streets low *) high *) Mapping not allowed for legal reasons*) no enterprises
10
Use of data from mapping agencies for the analysis and evaluation of the GGBR
Why using data from official mapping agencies? Providing consistency of spatially referenced statistical data in cooperation with mapping agencies Examples for the future use of ATKIS The realisation of these proposals still has to be adjusted with the legal framework Selecting addresses by types of use, e.g. for planning regional development Selecting enterprise locations in flood plains along waterways to estimate negative effects for enterprises, e.g. in case of flood disasters Nicht nur Adresslisten erzeugen, sondern auch Statistiken über die Anbindung entsprechender Daten
