Children’s Board of Hillsborough County
Created by local referendum in 1988 Independent Taxing District .4589 millage rate Unique to Florida Governed by a 10 member Board $35.3 Million Budget $30 Million Program Funding Millage is – assessment on real estate – commercial and private homes. Kept our millage rate the same this year resulting in an additional 1.8M in program funding. 84% of our budget is program funding. Administrative overhead is slightly under 10% Downstairs conference and meeting rooms are available to the public. Family Resource Center moved to a new location (to your right as you come into the building)

Vision Hillsborough County will be recognized as
one of the top places in the nation to raise children. OUR HISTORY More than twenty years ago, the citizens of Hillsborough County agreed to invest a portion of their tax dollars to help children realize their dreams. They voted to create the Children’s Board of Hillsborough County, which has served as the leading voice and advocate for children and families across the community. Today, the Children’s Board invests in more than 200 programs that touch over 200,000 citizens every year.

Technical Assistance Funds
Not-For-Profit or governmental organization serving children and families in Hillsborough County Overall budget of $2M or less Not awarded Technical Assistance Grants during FY 2016 (October 1, 2015 – September 30, 2016). Expanded the definition to include capacity building at the program level. This means you can purchase equipment, materials, etc that are specific to your programmatic work. Major change – if you received a grant during the 2015 fiscal year you are not eligible this year.

Technical Assistance Build the internal capacity and expertise of community organizations that serve children. Intended to assist organizations build capacity that increases their ability to operate effectively over the long term.

Technical Assistance Capacity building activities focused on improving internal infrastructure in the areas of: Governance Management Finance Fund Development Program Improvement

Funds can be used for activities such as:
board development accreditation sustainability planning technology upgrades, including websites marketing plans/materials equipment staff development/training

Technical Assistance Technical Assistance grants may not be used for:
Salaries Direct Service Grant Writers Construction or Renovations Cost related to start up (program or agency)

Technical Assistance $5,000 is the maximum amount considered per request. $500 per agency to cover the cost of registration for conference and training events. One-time, time limited grants Projects must be completed by 6/30/17 Final reimbursement & report due by 7/31/17 Cost Reimbursement Make sure you get estimates and base you “ask” on reasonable cost. The best applications will be funded/very competitive Cost reimbursement – you pay and submit receipts – we will reimburse you

Technical Assistance The rating criteria includes 2 extra points for organizations currently not receiving program funding from the CBHC. We continue to support organizations that serve children and their families in our focus area of prenatal to age 8. Organizations that serve other age groups are encouraged to apply. We have a goal (set by our board) of funding 60% non-CBHC funded providers. If you are CBHC funded provider please apply! We hit, or came very close, to this % over the years without a target in place. You may also want to talk with your contract manager. This is a start up year so many provider will be lapsing funds in their contract. Your contract manager will work with to see if your TA request could be covered by your existing contract. If this is not an option, please apply!

Technical Assistance Application Due Date: 4:00 PM on November 14, 2016 Hard copy submission only Deadline for Questions: 4:00 PM on October 26, 2016 Notice of Awards: Week of December 12, 2016 Applications are due by 4:00 PM – CBHC clock Questions and answers will be posted on the CBHC website by COB 1/22/16 Only complete applications will move forward for final review. Contract will start 4/1/16

Typewritten 8 ½ x 11 paper 1 inch margins, 12 pt font Pages numbered All about READIBILLY Read the direction!! Review the funding announcement, guidelines, and rating tools before you start. Make sure the info on your cover page is accurate – especially the legal name of your organization and contact info. We actually check with sunbiz.com to make sure you are registered. Attachments will need to be mailed to sent by e – this includes getting estimates to back up your cost. If you are proposing to use a consultant include a scope of service and break down of how cost was determined. All attachments must be received by the deadline to be included with your application. You can cut and paste from Word into the UA. Print and keep a copy! You want to see how the finished document will look to reviewers. Make sure t=you are using a consistent font, spell check, etc.

Total Agency Budget – if it is over 2M you are not eligible!

Budget/Narrative The Budget (Attachment 1) has three (3) columns:
Column 1 (left side): includes the Total Program Budget for the proposed project Column 2 (middle): details the funds you are requesting in this Application from the Children's Board for this project. Using a new form and format this year. New internal data/accounting system

Column 3 (right side): Budget narrative should describe your revenues and expenses in detail. Describe how the figures were calculated and what items/services will be purchased with the dollars budgeted. Quotes and/or estimates that support your cost should be submitted as attachments to your application, if applicable.

Additional Information
Detailed instructions for completing the budget and narrative (Attachment 1) is included in the Request For Applications (Pro ), Section 2.3 available on the Children’s Board website. All funding is granted on a cost reimbursement basis only. If you are requesting technical assistance funds for a conference or to attend a training event, Children’s Board funds may only be used toward the cost of registrations and is limited to $500 per agency.
