Inventory Guidelines should be neutral on choice of approaches and accounting. IPCC should therefore:
include HWP methodologies in the 2006 Guidelines
identify a minimum set of quantities that should be reported in national greenhouse gas inventories to allow the application any of the approaches.
provide methodologies to estimate emissions/removals and other quantities to allow calculation under any of the approaches (IPCC Default, Stock Change, Atmospheric Flow and Production approaches)
