WIOA authorizes and codifies the Integrated English Literacy and Civics Education (IELCE) program
In the IELCE program, literacy, English language acquisition, and civics education must be delivered in combination with integrated education and training activities

What is IET?
Adult education and literacy activities
Workforce preparation
Workforce training

5. IET Requirements In an IET:
Adult education and literacy activities, workforce preparation, and workforce training must
Be instructionally balanced across the three components;
Occur simultaneously;
Use occupationally relevant instructional materials
Have a single set of learning objectives that identify specific adult education content, workforce preparation activities, and workforce training competencies, with the program activities organized to function cooperatively.

6. Civics Education
Civics education means “instruction on the rights and responsibilities of citizenship and civic participation.”
Programs must have documentation on how they are meeting this requirement.

7. IELCE Program Participants
An IELCE program can serve English language learners who are adults, including professionals with degrees and credentials in their native countries.
English language learners seeking English language proficiency and civics education, but not seeking workforce training, should not be excluded or discouraged from participation in the IELCE program.

9. IELCE Navigator
OCTAE gave SBCTC permission to release IELCE funds for expenditure on an IELCE navigator
The position as approved was crafted by Tacoma Community College
Responsibilities:
“This position is responsible for recruiting, enrolling and providing ongoing wraparound support for ESL students in the I-BEST Career Pathway Programs specifically targeting and supporting the needs of non-native speakers of English. The position advises ESL students in the selection of coursework, creation of educational and career plans, and development of college success skills.”

10. IELCE in Washington State, Continued
What doesn’t count:
Standalone I-DEA
Standalone HS 21+
“Sampler” courses that expose students to a range of occupations
Contextualized Instruction that is not part of an IET
