1 New regulatory compliance qualifications
Wendy: Hi, I’m Wendy Kale from the Compliance Common Capability Programme – also known as the CCCP. Kharen: And I’m Kharen Hope from the Skills Organisation. Together, with New Zealand Police, we are responsible for creating a set of new regulatory compliance qualifications for people working in local and central government organisations. Why are we doing this? The New Zealand Productivity Commission has recently recommended ‘increasing the attention devoted to improving organisational and workforce capability’ in the government regulatory compliance sector. At the same time, the New Zealand Qualifications Framework is being completely refreshed. There is a completely new way of writing qualifications, and the only qualifications allowed on the new framework must be approved as necessary and useful. Leaders in local and central government organisations have agreed that we need to develop 5 new qualifications to replace a number of qualifications that were previously in use.

2 What is being created? Wendy: Here are the qualifications that we have been approved to develop. A Level 3 certificate that helps people develop fundamental knowledge of regulatory compliance. This is useful for a wide range of roles in an organisation, particularly roles that support the work of frontline officers. A Level 4 Theory certificate targeted at frontline officers. This can also be useful for staff that support them. A Level 4 Practice certificate for frontline officers, covering the practical aspects of their work. A Level 5 certificate for seniors, giving them the opportunity to specialise in audit, investigation, or operations. A Level 6 diploma in investigations – for specialists who deal with complex and important investigations. There is more detail about these in the packs that we’ve provided you. Please be aware that the detail is still being worked through, and may change.

3 How you can participate

A governance group that includes representatives from local and central government organisations is overseeing the process. (We’ve got governance group members [name them] here today, and they are happy to talk with you about this work) There is also a working group that provides technical advice about the content of the qualifications.
