Not Entirely Functional Reasons Policy (May include Age and Type of Structure) Guidelines / Criteria (ie. % Delaminated Area, Rehab Cost vs Replacement Cost) Bridge Rating (less than ??) / Appearance / Other These Methods Assume Correlation to Capacity, Safety and Service Life Deterioration will Continue Unabated
