Performance Indicator Negotiation Reallocation Letters Monitoring visits TSA Scheduling Annual core indicator performance reports and 3-year trend Cash Management Local Project Work (CPIP) or other contracts with state offices Plan for 2018 Local Application Needs Assessment Performance Indicator Reports/Plans Just a reminder: Minnesota State Colleges and Universities (Minnesota State) is the “Perkins Eligible Agency” for Minnesota responsible for the compliance with the federal requirements for Perkins funding, planning and administrations. Functionally this occurs jointly - Minnesota State Colleges and Universities and MN Department of Education- to promote seamless transitions for students. Our work is organized around the 5 state goals: Develop Rigorous Programs of Study and Career Pathways Improve services to special populations Provide a continuum of service and transitions for students Sustain the 26 consortia of school districts and 2-year colleges: secondary/postsecondary.

Allocation Cycle Half-way Mark for Expenditures!
MN Receives USDOE Grant Award Letter July 1, 2017 State Receives Forward Funding Basic and Reserve Awards to Local Consortia October 1 Full Funding Year January Reallocation Of Year 2016 Award Letters June 30, 2018 Cut off for Year Spending June 30, 2018 (Recapture of award from July 2017) Let’s return to our allocation cycle just to review the second infusion of funds to the local consortia. Primary allocation if your funding that begins July 1 of the year. There is a potential secondary allocation that happens just after the first of the year if there were local UNSPEND dollars in the previous year. Those reallocated dollars get redistributed also on a formula basis- back to the local consortium AND MUST BE SPENT BY THE JUNE 30 DATE OF THAT YEAR. THE REALLOCATION DOLLARS SHOULD BE SPENT FIRST. FY18 grant (awarded July 1, 2017) spending ends June 30, 2018 Unused postsecondary and secondary basic and reserve funds are recaptured and no longer available Recaptured postsecondary and secondary awards are pooled and reallocated to the consortia based on a formula Postsecondary returns to postsecondary; secondary returns to secondary Reallocated funds available to use around January or February Reallocated award letter sent indicating amounts to basic and reserve and corresponding GLs Reallocated funds must be spent by June 30, 2018 Redistribution of unspent consortia dollars from previous award. Half-way Mark for Expenditures!

Allowance Any basic grant funds not expended by the local consortium by the end of the first year of the grant must be recaptured and reallocated. Section 133, Carl D. Perkins Career and Technical Education Act of 2006
