Initial Recommendations (Reviewed)
Reviewed in light of arguments and submissions presented to date Original Change 1 Any work on problem definition that has already been done be shared with residents. No change, further submission here. 2 Other alternatives to the WGT Project be assessed and results shared with residents. (I want to be involved in prioritising transport options for Melbourne, particularly if involves a large disruption to my life.) No change 3 Should the Project proceed, the WDA should compensate residents for upgrading windows and doors for acoustic insulation. 4 Additional modeling (3D) should be done and specifics on the noise at the portal during construction and during operation. This should separate low frequency sound which I understand travel very well. 5 A baseline level for ultrafine particulate matter should be measured before the project is allowed to start. 6 Tunnel should be filtered at both Altona North and CM in line to what is used in the Madrid M-30. 7 Every effort should be taken to maintain the green wedge running alongside the Freeway west of Melbourne Road, Spotswood. Any replacement trees should be of similar maturity. 8 Residents should be compensated during construction for the additional dust created by the Project. Residents should be compensated during construction for increase noise, dust and disruption created by the Project. 9 Upgrades to facilities at Edwards Reserve (South Kingsville) should be made as some compensation for the disruption during construction Residents should be compensated post construction by provision of additional open space for Spotswood (west and east), and South Kingsville 10 Shadowing diagrams be produced for the southern side of the Project corridor for Winter and Summer. Deep analysis of the heavy-road transport market (using qual and quant data) No discussion of this in the EES, even in summary form > goes to fit of solution Size and structure of market: Scope, number of business, size (turnover/employees), owner operated, years in business, employer type (contractors, casual, part-time, full time), average length of employment, vehicle number and types Typical profit margins (%) Regulatory context (current and future directions) Industries served, drivers of growth/contraction (projections for future) Description of main segments (basis for segmentation) Profile of drivers, key drivers of driving behaviour, regular trade-offs Use of available data sources (ABS, IBISWorld, Industry, etc.) and creation of new data sets based on stated and observed behaviour Outcomes: 1. Better understand the levers (and limitations) to address the problem > Input to possible test and learn plan. 2. Identify and prioritise low impact driving behavioural change (drivers/owners) > Implement 3. Increase confidence in solution to be implemented

Use of customer experience market research method during construction (new recommendation)
Recommend using this method to monitor client/customer experience during construction Use recurring market research survey to monitor performance of contractor and dialogue with community. This method establishes of trends of stated behaviour across various metrics that can be ‘cut’ by experience/perception. Use quotas for consistency, use weighting to bring in line with population Survey could be as short as 5 minutes, with questions for particular areas and others across the suburb Method (online, telephone, face to face) has been used in private sector for over 20 years to judge experience and perception of customers, success of interventions and senior management KPIs Scope of surveying could include: Overall satisfaction with contractor and staff Responsiveness to contact Problem resolution Staff professionalism Key limitation in this context – participation fatigue (can be managed)
