MISSION: To lead the federal economic development agenda by promoting innovation and competitiveness, preparing American regions for growth and success in the global economy. EDA… Is the only federal government agency whose sole mission is economic development; Supports local and regional priorities and objectives; and Facilitates collaboration among multiple stakeholders EDA Understands that Successful Economic Development Requires… Collaboration Local and Regional Public and Private Sectors Community and Neighborhood Organizations Local and Regional Priorities and Objectives Strategic Investments Requires effective, collaborative institutions focused on advancing mutual gain for the public and the private sector in order to create the conditions for economic growth and improved quality of life. EDA works directly with local officials and targets its competitive, merit-based investments to: Establish and increase local and regional capacity Assist economically-distressed regions create higher paying, sustainable jobs. Support bottom-up, regionally-owned economic development initiatives. Serve as strategic, catalytic seed investments. Attract and leverage private capital investment. Emphasize innovation, entrepreneurship, and regional competitiveness.

5 EDA PROGRAM ELIGIBILITY
EDA supports development in economically distressed areas of the United States through strategic investments that promote job creation and attract private investment. Economic Distress Eligibility Criteria include: Low Per Capita Income Per capita income of 80% or less of the national average Unemployment Rate Above National Average At least 1% greater than national average for the most recent 24-month period Special Needs or Economic Adjustment Problems Includes areas experiencing: Closure or restructuring of industries or loss of major employers essential to the Regional economy; Natural disaster or extraordinary depletion of resources such as coastal fisheries; Signification population loss or underemployment

District Organization; Indian Tribe or a consortium of Indian Tribes; State, county, city, or other political subdivision of a State; Institution of higher education or a consortium of institutions of higher education; or Public or private non-profit organization or association acting in cooperation with officials of a political subdivision of a State EDA Investment Priorities   Federal Cost-Share Requirements, or Match EDA Performance Measures EDA does not provide investments to for-profit entities, nor does it allow pass through of grant funds to private, for-profit companies
