4. MAP – 21 Moving Ahead for Progress in the 21st Century
SAFETEA-LU signed into law by the President August 10, 2005.
The Act provides a record level of funding for NHTSA’s behavioral programs in SAFETEA-LU, almost $3 billion over four years.
With this large increase in safety funding, SAFETEA-LU increases the public’s expectations for gains in highway safety.

13. Performance Measures
Every plan must have defined and deliverable measures, at the program level as well as at the project/grant level
Look for examples of where a working relationship has been established (and not just for the money – get involved in the programs)
Understand the expectations of reporting
Highway Safety Offices will continue to be under tighter scrutiny in the future

The concept of a strategic highway safety plan has been around for some time
The first and second edition were developed by SHA
First edition of SHSP – 1999
Second edition – 2003
The 2006 edition was a little different. It was mandated by SAFETEA-LU, Section 148 and contained a list of criteria for the development process that included a stakeholder driven plan.
The current plan expires at the end of 2010.
We have been working with stakeholders and partners for the past year to analyze data to identify our top emphasis areas.

Always, always, always keep the SHSO up to date, never let a problem fester
Realize there are audit or on-site monitoring requirements
If you need a change in project scope, objectives or measures request it
If the HSO is a “program” or “policy” level office, they may have help for you
