What is the European Public Sector Award (EPSA)?
Organiser: European Institute of Public Administration (EIPA) established in 1981 (Europe's leading centre of excellence on European integration) EPSA 2007, 2009 and 2009 EPSA: brings together best, most innovative and efficient performers; highlights exemplary models of innovative public performance; serves as a catalyst for continued progress; provides a platform for the public sector innovators.

The EPSA 2011 Evaluation & Selection Process
STEP 4: Jury meeting (24 experts coming from 19 countries) to select and decide on the group of 5 nominees and 3 EPSA winners (one per theme). Date: 5 September 2011 15 Nominees (5 per theme) & Award Winners 43 Best Practice Certificates STEP 3: Onsite validation visits to shortlisted projects for validation and verification purposes. Period: June/July 2011 21 projects from 10 countries 58 BPCs from 18 countries STEP 2: Consensus meeting to reach a commonly agreed list of ranked projects per theme; to define the best practice certificate recipients; and to agree on top-ranked shortlisted projects for onsite visits. Period: May 2011 274 applications from 32 countries and EU institutions STEP 1: Individual online evaluation by each evaluator, in isolation and remotely based. Each project evaluated by three evaluators (triple evaluation). Period: 2-6 May 2011

The winners in the three categories:
Theme 1: Smart Public Service Delivery in a Cold Economic Climate Political Management based on Economic Stringency and Strategic Budgets (Bilbao City - Spain) - high levels of investment and service delivery maintained in times of economic crisis; - eliminating the budget deficit (linking the city budget directly to strategic objectives and core operations, and with a close monitoring of outcomes). Theme 2: Opening Up the Public Sector through Collaborative Governance Civil society involvement in the welcoming and integration of immigrants (Portuguese High Commission for Immigration and Intercultural Dialogue) - ESF supported; - broad scope of integrated services to the immigrants; - (active engagement of the migrant associations and local communities) (ESF support). Theme 3: Going Green: Concrete Solutions from the Public Sector ÖkoKauf Wien – EcoBuy Vienna”(Austrian City of Vienna) - application of green public procurement across the entire administration - showed that ‘greening’ is possible and not necessarily more expensive.
