3 FIELD MARKINGS (1-2-3e) Change: Numbers or marks must be placed on field. Numbers: Should be 6 feet by 4 feet Tops of numbers 9 yards from sideline Marks: 12 inches by 4 inches 9 yards from sideline Required on each 10-yard lines; preferred on each 5-yard line Direction arrows – no change – rule still permits use Reason for Change: “Within 15 yards of the ball” rule was hard to judge. More teams seem to be using hide-out plays. Makes substitution application easier. Reduces defensive team uncertainty as to who is in game. 5 CHIN STRAPS (1-5-1a) Change: Beginning in 2006, all helmets shall use a 4-snap chin strap. Reason for Change: Improves the helmet-anchor system. May reduce helmet coming off ball carrier. (4-2-2k) Most helmets come with 4-snap chin strap. Case Book Situations: Situation 2; 1.5.6; 4.2.2k

6 TOOTH AND MOUTH PROTECTORS (1-5-1i)
Change: Wording updated to reflect proper construction. Beginning in 2006, the mouth guard must be a readily visible color. May be: Stripped Multi Colors Solid Color Cannot be: Solid White Completely Clear Reason for Change: NFHS Sports Medicine Advisory Committee concerned about lack of proper use. Should encourage proper use i.e. mouth guard more easily identified. (Rule 1-5) Case Book Situations: Situation 3; 1.5.6

7 HAND PADS (1-5-2c) Change: Beginning in 2008, hand pads must have NF/NCAA label. Reason for Change: Hand pad type products have apparently had a level of tackiness that exceeds that of gloves. An advantage has apparently been given to the offense for this so-called loop hole. More hand pad type products are being worn by those other than the traditional lineman. Doesn’t affect the use of “unaltered plain cloth” as stated in Rule 1-5-2c. Case Book Situations: Situation B; 1.5.2

8 MANUFACTURER’S LOGOS (1-5-3(l)2)
Change: Beginning in 2008, only one reference to the manufacturer permitted on jersey or pant (one on each item). Reason for Change: Intent when rule passed in 1998 to limit size of company logo. Since that time manufacturers indicated their references are not their trademarks or logos. Now clarifies only one company reference may be used. Case Book Situation: Situation 5

9 NOT EXTENDING A PERIOD (3-3-4b)
Change: Period not to be extended for a “loss of down” foul. Reason for Change: A team could commit a loss of down foul, have the period extended by an untimed down. The “fouling to gain an advantage” is no longer available. Case Book Situation: Situation 6

10 ILLEGAL SUBSTITUTION (3-7-2; 7-2-1; 9-6)
Change: Clarifies both substitution and participation rules. Reason for Change: Conflicts between past rules are now removed. Added “player” to Rule requiring a replaced player or substitute to exit their team’s sideline and go to Team Box.

11 ILLEGAL SUBSTITUTION (3-7-2; 7-2-1; 9-6)
Anyone who, for whatever reason, leaves the field must exit to their sideline and go directly to their Team Box.

12 ILLEGAL SUBSTITUTION (3-7-2; 7-2-1; 9-6)
This scene demonstrates an incoming substitute who cannot complete substitution.

13 ILLEGAL SUBSTITUTION (3-7-2; 7-2-1; 9-6)
Clarifies the situation where the 11th player, thought to be the 12th person leaves the field and then returns during the live ball. This is now illegal participation. (9-6-4a) Any would-be participant, who enters the field during a live ball, constitutes illegal participation. 14 ILLEGAL PROCEDURE DELETED (7-2-1)
Change: The term “illegal procedure” has been deleted from: Rule 7-2-1, 2 and 3 Signal Chart Reason for Change: Never defined. No rule backing to distinguish from illegal formation. When one or more participants fail to momentarily be inside the numbers/marks, an illegal formation foul occurs.

15 ILLEGAL PROCEDURE DELETED (7-2-1)
When an otherwise legal substitution occurs, but A4 did not get within the numbers/marks it is a live ball, illegal formation foul, not an illegal participation foul. Case Book Situations: Situation; Situations A-B

16 MULTIPLE FORWARD PASSES RESTRICTED (7-5-1, 2e)
Change: Prior to change of possession, only one legal forward pass may be thrown. Reason for Change: Difficult for defensive players to know: When a swing pass was forward or backward; When pass restriction ended. A backward pass(es) not affected.

17 MULTIPLE FORWARD PASSES RESTRICTED (7-5-1, 2e)
When a legal forward pass is batted back behind the line of scrimmage and a second forward pass is thrown, an illegal forward pass occurs.

18 MULTIPLE FORWARD PASSES RESTRICTED (7-5-1, 2e)
Change has no affect on a pass thrown from beyond the line of scrimmage. Team B will obviously accept the penalty. The result of the penalty is 3rd down and 8 yards to gain from B’s 15-yard line. Note: 1906 – First time a forward pass was allowed. Permitted only one pass. 1926 – During any series in which a pass was completed, any subsequent pass that was incomplete carried a 5-yard penalty. 1942 – Teams could throw more than one legal forward pass. 19 FOULS AWAY FROM THE PASS (7-5-11c)
Change: Removes a pass-interference foul when the pass is clearly away from the direction of the pass. Reason for Change: Many felt the pass interference penalty was too severe. Attitude was “no-call” as it didn’t affect play. If there is interference away from the direction of the pass, DPI should not be called.

20 FOULS AWAY FROM THE PASS (7-5-11c)
If any other foul occurs, such as holding, a flag could still be dropped. (Scene 16) Case Book Situations: Situations 11 and 12

21 MOMENTUM APPLIES TO A GROUNDED BALL (8-5-2a EXCEPTION)
Change: The momentum exception now applies to a ball that is “recovered.” Reason for Change: Little difference in a grounded or air ball that is possessed by the opponent.

22 MOMENTUM APPLIES TO A GROUNDED BALL (8-5-2a EXCEPTION)
No change if the loose ball is possessed by Team A and becomes dead in A’s end zone.

25 Officials Unlimited use of Rule 3-5-7e. Alert both coaches that breaks may be necessary and referee will determine when needed. When official time-out for heat is called, allow: * Any number of team attendants * Teams to go to the sideline for water * As much time as needed Also, officials need to watch out for each other. Official could suffer from heat.

26 BUTT BLOCK (2-3-8) Definition is clear First contact, by blocker, with head or face mask. Can occur in close line play or in the open field. Penalty 9-4-3i 15-yard penalty Usually a live-ball foul. Case Book Situations: Situations A and B

27 SPEARING (2-39) Definition is clear. Using helmet to punish an opponent. Penalty 9-4-3i 15-yard penalty Many times a dead-ball foul.
