3 Terminology Downlink-only (DO) technology Bidirectional technology
Mobile broadcasting system such as DVB-H, T-DMB, MediaFLO, ATSC-M/H and so on. Bidirectional technology Telecommunication system (3GPP, 3GPP2), mobile communication system (WiMAX, WiFi) and fixed comminication system (Ethernet) General DO Technology No relationship with bidirectional technology. Hence the general DO technology has no uplink channel. DO Technology with Return Channel Tightly coupled with the bidirectional technology. Bidirectional technology is used for uplink data and control.

4 Service Consideration
Bidirectional technology offers following services: Real-time streaming service On-demand service Interactive service DO technology offers following services: Fixed service for unspecified individuals Cost sharing and High quality AV service What if an user using on-demand service on the bidirectional technology tries to handover to the DO technology? Is it possible that the DO technology dynamically provide customized contents ? Do we need a service discovery before handover ?

5 Handover Consideration
Handover from DO technology to bidirectional technology If “DO technology with return channel” is used, IEEE can be used. If “general DO technology” is used, IEEE cannot be used. MIH protocol typically requires uplink communication. Handover from bidirectional technology to DO technology IEEE can be used as usual. IEEE handover typically requires uplink communication.

6 Information Service Consideration
DO technology coverage is larger than bidirectional technology. DVB-H cell coverage is about 30km. Vs. UMTS cell size is about 10km. In “DO technology with return channel”, the bidirectional technology can be used for providing MIIS. In “general DO technology”, MIH Push Information is possible for MIIS. However, MIH Push Information via the DO technology provides too general network information because DO technology delivers same contents to plenty of users. MIIS requires uplink communication to provide more meaningful information.

7 Summary 802.21b needs to query contents information (e.g. TV program) as well as resource required for handover. DO technology cannot always provide identical contents that bidirectional technology presents. 802.21b should consider only “DO technology with return channel” as DO technology. Handover typically requires uplink communication. MIIS requires uplink communication to provide more meaningful information.
