• Name: SCC18 National Fire Protection Association Standards Coordinating Committee • Reports to: IEEE Standards Association • Committee Type: 1 (does not write standards) The IEEE Standards Association has two committee types, Type 1 and Type 2. Type 2 committees develop IEEE standards. SCC18 is the only Type 1 committee, and does not develop IEEE standards, but rather participates in the standards development process of the National Fire Protection Association.

4 SCC18 Scope The Committee is responsible for coordinating and establishing the IEEE position on certain National Fire Protection Association (NFPA) technical committees. This is the accepted scope in the SCC18 Policies and Procedures, last adopted in 2015.

5 SCC-18 NPFA and IEEE have an agreement that allows for an IEEE representative on NFPA technical committees External Representative (ER) The ER must fit into the NFPA ‘user’ category. SCC - 18 coordinates IEEE ERs to NFPA. In theory, IEEE ERs represent all of IEEE Difficult to do in practice Prospective ERs must be approved by IEEE SA and NFPA

7 NFPA NFPA is a standards developing organization with over 300 standards All NFPA standards can be read online for free NFPA follows an open, consensus-based process for all standards, guides and recommended practices Just a brief overview of NFPA, important to point out that all NFPA standards can be read online for free.

8 SCC18 Membership Currently have representation on 17 of 18 National Electrical Code panels Representation on: NFPA 70B (Electrical Equipment Maintenance) NFPA 70E (Electrical Safety in Workplace) NFPA 79 (Industrial Machinery) NFPA 855 (Stationary Energy Storage Systems) Seeking additional IEEE representatives SCC18 is looking for representatives on several CMPs. The current list can be found on the SCC18 website. (I’ll ask the webmaster to update prior to the ESSB meeting.)

9 Getting Involved with SCC18
Contact Bill McCoy for membership package Need to be an IEEE and IEEE-SA member Need support letters IEEE External IEEE External Representatives must be supported by SCC18, SASB and the SA BoG IEEE external representatives must be knowledgeable and able to represent the IEEE organization, therefore there are several requirements that must be met. IEEE requested the User category years ago and still operates in that NFPA category. All IEEE representatives submitted to NFPA must fit in that category.

10 Getting Involved with SCC18
Public Inputs and Public Comments can be submitted to SCC18 (for endorsement) from IEEE committees, not individuals Policies and Procedures and contact info: Deadlines for Public Comments to be submitted to the NEC will be due 60 days prior to the NFPA deadline. Details will be posted on the SCC18 website soon. Encourage attendees with interest to sign up for the SCC18 reflector.

11 Individual NFPA Participation
Access Public Input or Public Comment submittal method through: -NFPA.org/70next (for the NEC) -NFPA.org/855next (for energy storage) -…and so on… IEEE members can always participate in the NFPA process individually or as part of another organization. This slide gives the quick links that lead directly to the apage for revisions to the document. The format is the same, just put the correct standard number in the link.

12 Individual NFPA Participation
You can also apply to an NFPA technical committee as an individual or on behalf of another organization (not IEEE) Applications can be submitted online through the NFPA website (go to the appropriate standards page, click on the “Technical Committee” tab, and click on the “Apply to Committee” button) Anyone can apply to any panel or technical committee, and it can all be done on the NFPA website. However, make it very clear that to be an IEEE representative, the person has to first apply through SCC18.

14 UL Standards Technical Panels
UL is a Standards Development Organization (SDO) with over 1,500 standards UL also has a division that provides product certification and follow-up services that is separate from the SDO process UL’s standards are not available to read for free, however they provide access to summary and detail information via the UL White Book, Online Certifications Directory, and Product Spec app. Any of these resources can be found via internet search and are free of charge to anyone.

Examples of UL energy storage standards: UL 9540 Energy Storage Systems and Equipment UL 9540A – Test Methods for Evaluating Thermal Runaway Fire Propagation in Battery ESS UL 3001 Dist. Gen. & Storage Systems UL 1973 Batteries for Use in Light Electric Rail (LER) and Stationary Applications UL 1974 – Evaluation for Repurposing Batteries UL 1642 – Standard for Lithium Batteries Examples of several important UL product standards that apply to energy storage systems and components.

Corresponding STPs: STP 9540 STP 3001 STP 1973 (UL 1973 and UL 1989) STP 1741 (UL 1741 and UL ) List of the Standards Technical Panel designations for the product standards listed in the previous slide. None of these indicate on the UL website that they are currently seeking members. However, UL will accept applications at any time and choose members from the reserve pool when openings exist.

19 Summary Both NFPA and UL standards development are open, consensus based processes with multiple methods available for influencing the standards
