ATM WAC Inter-FAB Panel
VOLATILITY in ATM SW FAB experience Patricia Ruiz Head of ENR & TMA Operations Madrid, 6th March 2018

INTRODUCTION RP2 was a very challenging phase for the SW FAB, with traffic growth well above all expectations as a result of political instability in some classical tourist destinations which forced traffic to move into the SW Axis area. SW FAB performance was highly recognised by the aeronautical community due to the exceptional circumstances and the effort made by both ENAIRE and NAV Portugal to accommodate the unexpected traffic with minimum impact in delay. 2

Impact on configurations, sectorisations and efficiency
Actual day-to-day staffing needs in 2016 were in some facilities up to 15% higher than was expected in (ie Madrid North Cluster) Expected delays due to highly congested sectors increased beyond aceptable limits, triggering a need for urgent measures Very short term measures usually rely on restricting optimum profiles or reducing complexity and conflicts via longer flight routes 5

1.- Increases of ATCO Availability, both short and long term
SW FAB main actions taken Capacity profiles for SW FAB can be considered “incommensurable” taking into consideration smooth past capacity profiles evolutions due to extra traffic in the SW Axis. 1.- Increases of ATCO Availability, both short and long term 2.- Optimised sector configurations §or capacities 3.- Improved ATFCM – including STAM 4.- Airspace resectorisations NM collaboration was essential to those capacity improvements. 6
