2 MEDSTAT III has been extended by the European Commission…
To prepare the transition towards a renewed cooperation framework To consolidate the results achieved in the sectors covered To address recent needs identified by the partners As annouced in Istanbul, the European Commission extended the MIII programme with 3 main objectives (SEE SLIDE) In terms of resources, the incidental expenditure is doubled, the number of wd for STE is doubled, wd for KE is increased by 1/3. Preliminary ideas for the extension were presented in Istanbul as a troom document. This presentation updates and details the proposal, based on: -The progresses in the preparation of the transition to post-MEDSTAT framework - the progresses in sector work programmes - the identification of emerging needs Total budget: 7 M€ (+3M€) Duration: until end of 2013

Contribution of MEDSTAT III to the transition towards the post-MEDSTAT cooperation framework Orientations for the thematic sectors of MEDSTAT III We discussed yesterday the proposal for the post-MEDSTAT cooperation framework and annouced that MEDSTAT III is going to contribute to the transition towards it, covering the “transition” period UPDATE IF NECESSARY The second part of the presentation presents the orientation of the sector work programmes, based on: -- those approved by the TF and validated by the DC of Istanbul -- re-orientations based on the proposed future framework -- emerging needs identified during the preparation of the proposal and related to the events which call for more orientation to users needs in relation to the socio-economic developments in the region 3

Support to tasks led by a partner and to thematic working groups that may be established by the Forum of Euro-Mediterranean Statisticians Role and scope larger than that of MEDSTAT III Task Forces Replication or testing of good practices or innovative tools at the national level See sector approach Support to national user-producer activities Support to the design of the institutional organization of the cooperation Design and development of a knowledge platform See Training and Dissemination sector approaches 4

Priority sectors remain unchanged Subject to the validation of the DC/Forum of Euro-Med Statisticians Data use becomes a major issue Reinforcement of managerial capacities and capacity building in the NSIs/NSS is emphasized Synergies with international organizations active in the region is strengthened 5

Improving the dialogue between users and producers of agricultural statistics to support the preparation of National Strategies for the Development of Agricultural Statistics Support to national user-producer working groups Further technical assistance for the elaboration of NSDAS Enhancing the technical skills for the production of agriculture statistics Emerging needs: agricultural prices Statistical infrastructure. Farm registers Methodological skills: area sampling Statistical quality management: harmonization of concepts, assessment of quality of agriculture statistics Cooperation with FAO 6

Improving the dialogue between stakeholders of energy statistics to compile Energy Balances Support to national working groups Technical assistance for the compilation of Energy Balances and Energy Efficiency Indicators Dissemination of results of EB and EEI at the regional level Developing Final Energy Consumption Surveys Review of Moroccan experience (Transport sector) Development of methodological tools Synergy with ESCWA project Establishment of a regional Euro-Mediterranean Working Group Testing the functioning of the post-MEDSTAT framework 7

Supporting the development of MED-HIMS tools and possibly the undertaking of MED-HIMS surveys Stakeholders and Donors meeting in Cairo (Sept. 2011) National HIMS surveys (Jordan, Egypt in 2012) Further regional events and technical assistance Strengthening the use of administrative registers Documentation of national systems Establishment of a regional Euro-Mediterranean Working Group Enlarged scope and role Enlarged membership – coordination with international institutions participating in MED-HIMS 8

9 Orientations for Social statistics
Thematic issues: enhancing the capacity in specific sub-sectors of social statistics (employment, poverty, transition form education to work) Targeting the needs of users of social statistics Volunteer group to develop “Guidelines for Conducting the Dialogue between Users and Producers of Social Statistics” Regional catalogue of employment statistics (coordination with Eurostat, ILO, ALO, ADP, ESCWA) Further development of the List of Harmonised Social Indicators Endorsed by the DC Istanbul Preparation by a volunteer group of “Guidelines for the Harmonisation of Social Indicators in the Mediterranean Region” Extension to Health statistics Establishment of a regional Euro-Mediterranean Working Group 9

10 Orientations for Transport statistics
Technical assistance for developing statistics on road/air/maritime transport flows, intermodal and multimodal statistics, geo-referenced statistics Supporting the regular production of economic, technical and environmental performance indicators for the various transport modes Preparation of a regional “Report on economic, technical and environmental performance of transport systems in the MED countries” in collaboration with users Increasing the analytical capacity of producers to satisfy users’ needs Increased collaboration with the EuroMED Transport Forum (WG Infrastructure and Regulatory issues), CETMO and UfM 10

Improving data quality through asymmetry studies Technical assistance to all MED countries Publication of “Synthesis of asymmetry studies” Improving the capacity for producing and disseminating quality reports Developing quality indicators for trade in goods and BoP statistics Regional publication “Quality of Trade in Goods Statistics” Increasing the production of Trade indices Coordination with Eurostat in the provision of IT tools Development of an e-learning course on Trade in Services 11

12 Orientations for the Training sector
Strengthening of technical and managerial capacities of NSS in the area of training Support to operational units and training centres (institutional building) Technical assistance in “training engineering” Testing innovative tools Sharing training tools and materials through the knowledge platform Pilot implementation of distance learning (Trade in Services, National Accounts) Development of a regional training/capacity building plan Identification of current training offers and needs Collaboration with providers of training in the region Preparation of a regional capacity building plan 12

Making the existing data more available Support to the development of national user-friendly dissemination policies Technical support to dissemination technologies (web-based dissemination, electronic publications, public use files) Compendium of national dissemination calendars Increasing producers’ analytical skills Increasing users’ statistical literacy Sensitizing specific segments of users on the importance of statistical data for public and private decision-making and informed debate Support the user-producer dialogue Support to national working groups Identification of users’ needs Measuring users’ satisfaction Training-for-trainers course on Public Relations and Statistics Regional exchange of national experiences 13
