Programme PRINCIPLES Universality All ANSP Partners will be subject to review according to: A rotational basis; The principles, methodologies, processes and procedures established for conducting such activities; The framework agreement agreed by all participating ANSPs Peer Review Manual Workshop

Programme PRINCIPLES Transparency Programme activities conducted under a fully transparent process and open for examination by all parties concerned. The finalized results of the activities will provide sufficient information for the Host ANSP to make informed decisions regarding the correction action plans to be taken Peer Review Manual Workshop

Programme PRINCIPLES Timeliness Results of the Programme activities shall be produced by the peer support review team in a timely manner, in accordance with a predetermined schedule for the preparation and submission of these results. 9 Systematic, consistent and objective
Programme PRINCIPLES Systematic, consistent and objective The Programme shall be conducted in a systematic, consistent and objective manner; Standardization and uniformity in the scope, depth and quality of the Programme activities shall be achieved through: The use of trained and qualified reviewers and SMEs; The use of standardized PQs and the provision of relevant guidance material. Programme PRINCIPLES Fairness The Programme activities shall be conducted in a manner such that ANSP Partners have every opportunity to monitor, comment on, and respond to the processes. Peer Review Manual Workshop

Programme PRINCIPLES Quality The quality of the Programme activities shall be ensured by: Assigning trained and qualified reviewers and SMEs to conduct the Programme activities; Implementing and maintaining a documented process that continually monitors and evaluates feedback received from ANSP Partners to ensure their ongoing satisfaction Peer Review Manual Workshop

Review Procedures Ethical conduct Foundation of professionalism Trust, integrity, confidentiality and discretion essential to conducting the Programme activities.

13 Review Procedures Fair presentation Obligation to report truthfully and accurately; Review observations, conclusions and activity reports shall reflect truthfully and accurately the ANSP’s safety and performance-related activities; Significant obstacles encountered during the activity and unresolved diverging opinions between a Review Team and the Host ANSP are to be reported

14 Review Procedures Due professional care
The application of diligence and judgement in the conduct of the Programme activities; Team members (TMs) shall exercise care in relation to the importance of the tasks they perform and the confidence placed in them by the Host ANSP and other interested parties; Having the necessary competence is an important factor.

Basis for the impartiality of the Programme activities and the objectivity of the conclusions; Independent of TMs for the activity being reviewed; Freedom from bias and conflict of interest; Maintain objective state of mind of TMs throughout the process to ensure that review observations are based only on the assessed evidence

16 Evidence-based approach
Review Procedures Evidence-based approach Rational method for reaching reliable and reproducible conclusions in a systematic process; Review evidence shall be verifiable and based on samples of the information available; The appropriate use of sampling is closely related to the confidence that can be placed in the review conclusions
