MS4 Permit Overview Municipal Separate Storm Sewer System (MS4) permit is required for medium to large cities and other large land mass areas UMTC has campus-wide stormwater permit to control sources of pollution that could get into stormwater and then to Mississippi River Pollutants from activities Dirt/Sediment Oils Salts Organic Matter Storm sewer versus sanitary sewer

What is stormwater? Stormwater is runoff from rain, snow/snowmelt, surface runoff and drainage. Rainfall can pick up litter, organic materials, sediment and chemicals before flowing back to lakes and streams. Water can cause damage to land under construction, or land that is improperly vegetated by washing away soil and sediments. Sediments, organics and litter contribute to impairment of receiving waters.

Illicit Discharges Permit requires control of activities that could impact stormwater in 6 major areas “control” areas Ranges from construction sites, control of illicit discharges, and education of the “public” We develop a plan for how to implement the 6 control areas Required to follow plan, provide and document training “Illicit Discharge” is discharge to storm sewer that is not entirely composed of stormwater Permitted exceptions Firefighting exceptions Illicit discharges are not allowed, must be tracked and corrected.

Equipment Wash Area Rules
Clean equipment in designated areas only Pre-wash equipment using dry, mechanical methods Sweep up and dispose of removed grass, dirt and other debris Wet wash INDOORS only, if needed to complete the job Avoid detergents and other chemicals Absolutely no engine cleaning, degreasing or fluid removals Clean up after yourself when finished
