RAD-IT Tool Training June 2017 RAD-IT Tool Training Regional Architecture Development for Intelligent Transportation AGREEMENTS Module 11 This training is designed for transportation professionals who want to understand how to use RAD-IT tool to create regional and project ITS architectures. The training discusses how to use the RAD-IT tool and provides a basic overview of the tool that has been developed to support ARC-IT use.

RAD-IT Tool Training June 2017 Foundation for Agreements in RAD-IT To enter agreements in RAD-IT, the ITS stakeholders should be defined, so the parties involved in the agreement can be identified. Stakeholders were discussed in Module 4 of this course. 4 Importance of Agreements
RAD-IT Tool Training June 2017 Importance of Agreements Interfaces are the strength of architecture – between systems, agencies Each stakeholder has a place in architecture Agreements help achieve integration One of the primary benefits of doing an ITS architecture is to define the interfaces between systems as well as between stakeholder agencies. A major benefit of listing the needed Agreements is to identify potential barriers to institutional integration before they occur and early in a project deployment. Just as Interfaces between systems and compatibility of interfaces are the key to success for systems integration, Agreements document the interfaces between stakeholder systems to achieve integration. Agreements document who will interface with whom, how information is exchanged and roles and responsibilities. By the way, a list of agreements is also a required component of FHWA Rule / FTA Policy on regional ITS architectures.

RAD-IT Tool Training June 2017 Types of Agreements Handshake Memorandum of Understanding (MOU) Interagency Intergovernmental Operational Funding Master Agreements The types of agreements you use in a region is totally up to the region itself and depends greatly on how the region currently does business when a project crosses boundaries between agencies. There are many different types of agreements. The process may begin with something as simple as a handshake agreement. But, once interconnections and integration of systems begin, agencies may want to have something more substantial in place. A documented agreement will aid agencies in planning their operational costs, understand their respective roles and responsibilities, and building trust for future projects. Formal agreements are necessary where funding or financial arrangements are defined or participation in large regionally significant projects is required.

6 RAD-IT Tool Training June 2017 Agreements Consider… Who will provide what services or information to whom Intentions or purpose of the agreement Terms of Agreement: security, budget, scope, boundaries, standards, information exchange formats Here are some things to consider when putting together an agreement. Who will provide what services or information to whom? What are the Intentions or purpose of the agreement? What are the Terms of Agreement? Agreements frequently contain security, budget, scope, boundaries, standards as well as information exchange formats. Check out the Regional ITS Architecture Guidance Document for more information about agreements.

7 RAD-IT Tool Training June 2017 RAD-IT & Agreements Agreements tab helps maintain the list of inter-agency agreements needed to realize the ITS architecture Agreements are challenging in that they involve lots of stakeholder interaction. The RAD-IT tool helps you organize the list of agreements that will be needed to get your architecture implemented.

RAD-IT Tool Training June 2017 Agreements Tab (cont.) Agreement Title Agreement #, Title Number Status This is the agreements tab. The main components of the screen include the left side with a list of agreements that are already in the architecture and if you select one then the right side will be populated with the attributes of that agreement. There are common buttons to RAD-IT on the bottom of the screen including the New and Delete buttons on the left side as well as the Apply and Cancel buttons on the right side. On the left side, you can sort the list of agreements by the Number or the Agreement just by clicking the header. You can use the radio-buttons at the bottom to show either the Agreement Numbers, the Titles, or both – this may come in handy if you don’t have numbers, or everyone in the region knows the numbers by heart. This capability allows more flexibility in how the information is displayed. On the right side, you can enter: Name of the Agreement , it should be something that stakeholders will recognize. Agreement Number, if applicable Status from a pull-down list, remember you can change status values using the Tools/Update Status menu selection. Type also from a pull-down list of the agreement types included so far, plus you can just type in a new type. Description Lead Stakeholder, someone’s got to be in charge, this is a pull-down list from the Stakeholders list. Other stakeholders involved section where you can pick from a list with tabs showing either the Selected stakeholders or All stakeholders. The choices come from the Stakeholders tab. Projects section has two radio buttons either Selected or All. 12 Output - Agreements Table
RAD-IT Tool Training June 2017 Output - Agreements Table From output tool bar you are able to produce outputs for a completed or partially defined Regional or Project Architecture. To view the agreements output for an architecture, you select “Output” then “tables” from the tool bar at the top of the RAD-IT window. This opens the output tables window. You can also use the double right arrow to include all the columns. To view the report, you select the “Open Application” button in the Output Tables window. The report opens in a new window from which you can view, print & save the report. The exercise will use the same database and architecture that was modified in the previous exercises. If you need the database, click on the screen where indicted to download it. If it is not already open, open the marinaraforexercises database in RAD-IT. Select the Marinara County Regional Architecture.
