2. General Procedure of the Selection
Candidates for the host city submit documents with requested information to the IOC.
The IOC evaluates each candidate city based upon these information and selects which cities will be finally considered in the election of the host city.
The final candidate cities make presentations to the IOC Session at which the host city will be elected.
IOC members vote in secret ballot as many times as necessary, each time eliminating the city with the least vote. The final host city will be the city with an absolute majority of votes.

4. Relationship Between China And Tibet
Tibet argues:
China is persecuting and oppressing the local population.
The occupation of Tibet is unjustified.
Tibet is historically  independent country.
China argues:
Tibet has ample autonomy.
 The occupation of Tibet is justified.
Tibet is historically a part of China.

No!
IOC should have made a more careful assessment.
However, boycott will not be an essential solution.
Rather, IOC must reconsider the procedure of the selection and the assessment criteria.

-abolish vote in secret ballot.
-lead China to improve itself.

-open itself to the world.
-be an affable country not only to the world but also to people who live inside China.
