Note:  The Idaho Public Utilities Commission deals with track safety.  The Idaho Department of Agriculture administers the Rural Economic Development and Integrated Freight (REDIFiT) program which provides loans and grants for rural rail projects.

2. New Mexico Four primary functions:
Managing approximately 132 miles of railroad that NMDOT owns
Managing the statewide highway-rail grade crossing safety program (Section 130)
Interfacing between NMDOT and railroads on highway projects that have railroad impacts, including providing railroad certifications for FHWA-funded projects
Statewide rail planning
The Rail Bureau is located within the Transit and Rail Division, which reports to the Executive Director of Modal Programs (who also oversees the Aviation, Traffic Safety, and Ports of Entry divisions).  Modal Programs reports to the Deputy Secretary for Modal Programs and Business Support, who reports to the Cabinet Secretary.
NMDOT does not have a current organizational chart illustrating where the Rail Bureau sits within the overall structure.

We have Rail responsibilities throughout the Department.  The lead person (Manager of Rail) is in the Freight office, our Rail Maintenance Manager, is in the Bureau of Maintenance and Operations and our Capital projects are overseen by our Bureau of Project Development, Multimodal Office.  While the resources are in different Bureaus all the units work closely together.
