Refine your search: Select “Resources” dropdown and then select your User Card Receive s on current postings The WCAP-portal is your source for information about the Washington Comprehensive Assessment Program (WCAP). The portal gives students and families, Test Administrators, Test Coordinators, Technology Coordinators, and other key assessment personnel access to relevant testing information. The portal consists of several User Cards and resources. Each user card is further broken down on the following slides. Register for alerts regarding newly posted information by clicking on the “Register for alerts/Manage Account” link in the upper right-hand corner, on the WCAP-portal homepage. Easy access for locating information is available through the “Resources” tab on the top toolbar of the homepage. This advanced Search feature allows you to refine your search criteria. You can search using a specific word (Translation) or by entering the name of the document. A list will display all documents that relates to the information entered into the search field. Discuss the difference between accessing resources as School Test Coordinators (SC) vs. Test Administrators (TA=proctor). If as an SC, you need TA information, use the left panel to access Test Administrator information.

10 Secure Testing Environment
State Laws Governing Test Security All secure test materials are confidential and secure. No part of this test may be reproduced or transmitted in any form or by any means, electronic or mechanical, including photocopying, recording, or by any information storage and retrieval system. RCW 28A , RCW , WAC Who is authorized to be in the room Trained Test Administrators (contracted personnel only- no volunteers) Other adults including teachers who are not administering the tests should not be in the testing environment No media Generally Recognized Standards and Code of Conduct Provides penalties for unauthorized use/disclosure of test content and flagrant disregard of generally recognized professional standards in test preparation and administration. For a complete list of rules and regulations, go to: Unprofessional Conduct must be reported to OPP at (360) Maintaining test security is critical to ensuring confidentiality of test items and the validity of students results. Verify that all SC’s and TA’s know who should and should not be in the testing environment and what the plan is for students who have completed testing. Monitoring of students must be maintained throughout testing. Allowable and prohibited behaviors are detailed in the Test Coordinators Manual. 11 Securing Test Materials
Test booklets, cd’s and other ancillary materials must be secured and accounted for when not in use Electronic Devices Student electronic devices must be turned off and moved away from the students view and reach All scratch paper must be collected and secured after each session until it can be securely shredded as stated in your schools Test Security and Building Plan The rules for each administration may differ slightly. Please be sure that TA’s are provided with clear instruction for each administration. Student electronic devices must be turned off and moved away from view and reach of students until the testing session has ended and all secure materials have been collected, accounted for. All papers (scratch & graph paper, glossaries, etc.) provided during the testing session must be collected and accounted for after each session. Students should be directed to write their names in the upper right corner of the paper. Return materials to your DC according to your school’s Test Security and Building Plan. 12 Responsibilities of the DC
Trainings Read the WAW newsletter Become familiar with Guidelines on Tools, Supports, and Accommodations Read all training manuals, guides, and administration manuals Attend required trainings and webinars Communication Communicate directly with staff regarding questions about assessments Communicate training schedules to SC’s, TA’s etc. Communicate with the State Testing Coordinator about testing irregularities, appeals, medical exemptions etc. Implementation Implement each school’s Test Security and Building plan Monitor testing schedules DC’s must become proficient with training guides, manuals, modules, and PPTs. To keep up-to-date, it is important to attend required trainings and webinars. Current updates and new information is communicated through the WAW newsletter. DCs can add additional staff (DA’s) to receive these communications. Contact the Assessment Operations team for additional support. It is up to the DC to make sure that staff is trained and that they have the information they need to implement assessments effectively. Make sure DAs and SCs have appropriate access to TIDE and are comfortable navigating the system. Each school is required to provide proposed testing schedules for DC review/approval. Verify that schedules do not fall outside of the guidelines set by the state. Communication of schedules, attendance, and reporting is important to school staff, students, and families. Outline your training plan and communicate with appropriate staff. Report any applicable testing irregularities or submitted appeals to the State Test Coordinator. Verify that each school’s Test Security and Building Plan has been implemented and that security protocols are followed. Verify that the appropriate tools, supports, and accommodations have been accurately entered in to TIDE for students. Changes may take up to 24 hours to appear. Actively monitor testing locations during the assessment window. When a testing issue is reported (technical, damaged test booklet, or otherwise reported by students): Ensure that those involved understand that the issue is being reported and that an opportunity to complete testing will be provided. 13 Responsibilities of the Principal
Trainings Attend all required trainings Verify staff has received appropriate training Overall Planning and Scheduling Appoint staff members to support test administration Assign testing areas; ensure test security of materials; plan testing schedules, locations, and testing population. Ensure adequate staff to supports testing locations. Develop and have approved your school’s Test Security and Building Plans Communication Approve communication for parents and all staff members Implementation Implement all school and district policies and procedures File the approved Test Security and Building plan for each school Ensure that each school has an approved testing schedule Attend all required trainings and ensure that all applicable staff, as their responsibilities support state testing, have also attended required trainings. Appoint SC’s and assign TA’s. When assigning testing areas, ensure sufficient space for students and the security of test materials. Provide adequate staff to support testing locations. Communicate with parents, staff members, and departments regarding testing schedules, importance of attendance, and how test results will be reported. Implement your school’s and district’s policies and procedures. Review the approved Test Security and Building plan for each school and ensure staff are familiar with content. 14 Responsibilities of the SC
Before Testing Attend required trainings and familiarize yourself with documents Verify your school’s Test Security and Building Plan Provide a positive testing environment Communicate with staff and parents Verify supports and accommodations needed for each student. Provide TA’s with a list. Inventory all testing material upon receipt; order additional materials, if necessary. Ensure TA rosters are set up correctly; promptly add new students in CEDARS Print student pre-ID labels Maintain security of all secure testing materials SC’s must become proficient with training guides, manuals, modules, and PPTs. To keep up-to-date, it is important to attend required trainings and webinars. It is the responsibility of the SC to ensure that TA’s, individuals supporting testing accommodations and other staff who process materials attend required trainings and have the information they need to administer the test. Ensure staff are familiar with your school’s Test Security and Building Plan and that security protocols are followed. Make sure all TA’s have appropriate access to TIDE. Encourage a positive testing situation for students and staff. Communicate with parents and staff members regarding schedule, attendance, and reporting. It is important to work with your Special Education department to upload all supports and accommodations needed for each student during testing. Provide TA’s with the student accommodation lists to support testing. Inventory materials immediately upon arrival and order additional materials if necessary. Include inventory of district specific materials (i.e., pencils, paper). The additional order window will open in TIDE the day following arrival of materials. Verify that TA rosters are set up correctly. New or non-enrolled students must have the SSID issuance (include school and grade) in CEDARS to display in TIDE. Print any necessary student pre-ID labels for test booklets. Verify that tools, supports, and accommodations have been accurately entered in TIDE for students. Some issues we commonly see are not ordering accommodated materials in advance of testing, not documenting the irregularity, not verifying that students are in TIDE before testing day, or not keeping adequate records of who has the testing materials. Taking the time to document the process can help to ensure that testing goes smoothly. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

15 More Responsibilities of the SC
During Testing Inventory and distribute testing materials on testing days Monitor test administration Report and document all irregularities promptly to your DC After Testing Collect and inventory all testing materials promptly Complete Site Security Reports and documentation Have a tracking process to account for secure materials while transferring to testing locations and back at completion of each testing session. Actively monitor testing locations during the assessment window. Be sure to report all testing irregularities to your DC. Include in your report any recommendations for invalidations. Follow your school’s Test Security and Building Plan for processing of secure materials. All secure materials are required to be inventoried and returned on schedule. This includes all ancillary papers (student notes, scratch paper, graph paper, etc.). All materials provided during testing sessions must be securely destroyed, as per the state and district policy. 16 Responsibilities of the TA
Review the Test Security and Building Plan Gather Testing Materials no earlier than the day of testing Verify each student has a test booklet with a printed pre-ID label Work with your SC to properly identify any booklet that has not been correctly labeled Check out the test booklet to the student Ensure all materials are accounted for before, during, and after testing Maintaining test security is very important. It is important that TA’s become familiar with your school’s Test Security and Building Plan for paper-pencil testing. All secure test materials must be: Inventoried when received by your school. Checked out to TA’s just prior to each testing session each day. Checked out by TA’s to students and checked back in prior to releasing students from the testing location. Verified to ensure students names have been added to ancillary materials such as glossaries, graph, & scratch paper. Papers passed out during testing are considered secure and must also be returned to the SC, immediately after completion of that day’s testing. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

17 Responsibilities of Special Education & Bilingual Coordinators
Attend all required trainings Work closely with the SC’s and TA’s to ensure they have a list of all tools, supports, and accommodations needed for students. (do this before materials arrive in the district to allow coordinators time to request additional materials for testing or approvals for non standard accommodations etc. before testing begins) Make sure that all of those involved in testing have plenty of time to order accommodated forms or to provide appropriate tools, supports, or accommodations. 20 State Testing Schedules
Uniform administration of state assessments ensures that all students are fairly assessed Allow minutes for TA’s set up/directions Each break is approximately 10 min and is not included in the schedule Assessments are untimed. Carefully identify the schedules for each of the assessments being administered. Schedules can be located in the Test Administration Manuals (TAMs), and/or Test Coordinators Manual (TCM) that are available for download from the WCAP-Portal. 21 Schedule for Winter 2016 EOC Math and Biology
EOC Assessments  Retake Grades Subjects Requirement Testing Window Winter 2016 10- 12 Math (algebra, integrated I, geometry, Integrated II) Required for graduation for classes of 2013 through 2018; available to students who have not yet met the mathematics assessment graduation requirement ONLINE: not available PAPER/PENCIL: January 4 – February 5 Classes of 2017 and beyond Science (biology) Required for graduation for classes of 2017 and beyond; available to students who have completed an appropriate high school course and who have not met standard on the biology assessment Please read through the list of who needs to take which exams. Discuss with members in your group to be sure that everyone is on the same page. When scheduling, remember that makeups are not allowed for EOC assessments during a one day administration. Students who miss day three are not allowed to make up the assessment. Students who have missed day 1 and/or day 2 of a three day administration can complete all three sessions on day 3 of the assessment. No later than 5 business days at conclusion of testing This template can be used to help structure the receipt of materials to district, delivery of materials to schools, site visits, and maintenance team pick up of testing materials for inventory and return to Measurements Incorporated. Text displayed in the “Date(s)” column in red font can be adjusted by the DC. Decide the distribution process for EOC materials. Review the Test Material Processing Handbook and PPT for specific details in support of the testing materials for the Winter EOC retake administration. The manual and PPT are available on the WCAP-portal. Security Barcode Roster in Excel will be available to support the Winter EOC Retake administration. FedEx will need to be called by the DC early enough to schedule a pick up of test books by no later than five business days from each schools conclusion of testing. 23 Winter Retake Preparation: December/January Timeline
Implement the approved communication plan If pre-ID labels were not provided, they will need to be printed from TIDE Set/verify accommodations and L2 Basic ‬ Implement your school’s approved communication plan and Test Security and Building Plan. For Winter retakes, verify all students who are participating, and who need a label, are in TIDE. If a student is not in TIDE, work with your CEDARS Administrator to perform the SSID Issuance process. Please enter all information such as name, SSID, enrolled grade and school are included. This will manually push the information into TIDE. This will not affect enrollment status. Test codes as in reason not tested and L2 Basic will be coded in TIDE under the Test Incident Codes tab.

24 Tools, Supports, Accommodations, and Manipulatives
Some tools are universal and all students have access Refer to the Guidelines on Tools, Supports, & Accommodations (GTSA) Refer to the Materials Available for Student Access document Please review the Calculator and Electronic Device Policy Any tool, manipulative, or support used on a state assessment should be familiar to the student Manipulatives and tools not listed are not allowed If you need to make a non-standard accommodation request, please allow several weeks for this process. Location of form: Tools and manipulatives can be helpful. Refer to the Guidelines on Tools, Supports, & Accommodations for specific questions about appropriate use of tools. The Materials Available for Student Access document provides specific details as to what is permitted for each assessment. Locate this document on the WCAP Portal, under the Test Administrator > General Information Tab The Calculator and Electronic Device Policy must be read when administering the assessments where they are permitted. Locate the policy on the WCAP Portal, under the Test Administrator > General Information Tab When an IEP or 504 plan stipulates an accommodation that is not listed in the GTSA, DC’s will submit to OSPI a Non-Standard Accommodation Request form located on the OSPI website. This must be submitted at least two weeks prior to testing to allow time for review and notification of action. OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

25 Setting up the Testing Environment
All posters, activities, and other instructional materials have been covered or removed Student seating has been arranged far enough apart or with privacy shields to ensure a secure testing environment Electronic Devices- Student electronic devices must be turned off and moved away from the students view and reach TA is trained to deal with questions appropriately TA is prepared to respond to students asking for help: “I can’t help you with your test” “Always try your best.” “Read the question again” “Think about what your question is asking you to do” “Use your pencil to underline key words in your test question” Ensure that the testing environment is properly set up can reduce the possibility for a testing irregularity. Student electronic devices must be turned off and moved away from view and reach of students until the testing session has ended and all secure materials have been collected, and accounted for. Testing locations must be verified to ensure that: Instructional materials related to the content of the assessment are not visible (cover or remove) Student seats are far enough apart to prevent student from viewing other screens or test booklets. A “Testing—Do Not Disturb” sign is posted and not obstructing the security windows on doors. Following are some ways that a TA can best support this: “I can’t help you with your test” “Always try your best.” “Read the question again” “Think about what your question is asking you to do” “Use your pencil to underline key words in your test question” OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

26 Irregularities Must be reported to your DC as soon as reasonably possible, but no later than the end-of-day Low/ Impropriety: Issue is addressed by district and may need to be entered in TIDE Medium/ Irregularity: Issue is addressed by district and may need to be entered into TIDE for resolution by your DC/ DA and/or OSPI High/Breach: Issue will be entered into TIDE for resolution by OSPI Refer to the TCM & TIDE User Guide on the WCAP-Portal for detailed information. There are several types of irregularities. Each type may be addressed differently. All irregularities must be reported and documented promptly. This helps to ensure a fair and equitable testing environment for all students. When a testing situations occurs, promptly address the issue. This may require moving a student, or taking away a non-approved electronic device. When possible, continue with testing. Frequent Testing Irregularities have included: Not labeling, or incorrectly labeling test booklets Students having access to non-approved materials/electronics TA’s deviating from the prescribed student directions Test materials returned after prescribed schedule Test materials returned without proper transcription (large print, braille) Test materials with student work being returned in non-scorable boxes OFFICE OF SUPERINTENDENT OF PUBLIC INSTRUCTION

27 How to Process Irregularities All irregularities must be documented
TA Talk to your SC as soon as possible Take careful notes (Following the school’s Test Security and Building Plan) Make notations on booklet as directed by your SC SC Call your DC Note irregularity on the roster Complete irregularity report with as much detail as possible DC Make sure all information is documented Work with OSPI where required Submit all signed paperwork with supporting documentation Do not invalidate a test booklet- this decision must be approved by the DC, and/or OSPI Decisions may also be deferred until after a score is generated. Information on this slide guides staff on how to process testing incidents. Be sure to follow your school’s Test Security and Building Plan. Instruct TA’s to take careful notes, including as much detail as possible such as Date, time of day, who was involved, the item number (when applicable) and details of the incident. DC’s working in consultation with the OSPI State Test Coordinator, Kimberly DeRousie, may defer the decision on invalidation until after the conclusion to investigation or until a score has been generated. Invalidation The test will not be scored and the student will not have another opportunity to test during that administration window. Invalidations must be reviewed by your DC and approved by the State Test Coordinator.

28 Test Incident Codes NNEP Medical Exemption
Less that one year in US school Mark all content areas even if the assessment was administered Medical Exemption Complete paperwork and requisite documentation, state will update record Refused, Absent, Private, Home schooled, L2 Basic The TIDE Test Incident Codes application is the replacement of Records Reconciliation and must be entered into TIDE for each student, once testing is completed. Only a DC, DA, or SC can enter this code into TIDE.

Tracking must take place from TA to SC, from the SC to DC, and from the DC to MI. This will ensure that all tests are returned on time and all assessments are appropriately scored.
