Länder responsible for: Admission, accommodation, provisions and granting of benefits to asylum seekers as well as other persons entitled to benefits under the Asylum Seekers' Benefits Act Establishment of asylum seekers‘ facilities Municipalities responsible for: Follow-up accomodation, partly Länder

3 Migration - Costs Bund: for supply till 2020: Länder:
Annual costs from around € billion EUR will increase Assumption: 2016: 600,000 refugees, 2017: 400,000, in the following years 300,000. 55% of recognized refugees are expected to work after five years. Länder: 2016 around € billion EUR. By 2020 increase expected

4 Migration - Coherence of actions
Initial situation: Germany is a federal state Division of tasks between Federal Government (Bund) and Länder regulated by constitution coherence required by ESF Content: No double financing Synergy and complementing the actions positive The federal government and all the Länder are involved in: ESF programmes and national programmes.

2014/20 ESF funds for Germany Billion € ESF between Bund and Länder : 54 % No Land has changed its ESF program because of the refugee crisis ESF OP are flexible Länder use all ESF priorities for integration Some actions are specific to the refugees However mostly open for all groups

ESF results: ESF requires coherence between the federal and Länder programmes The delimitation and supplementation of the programs are positive negotiated In matters of refugees, all countries use all the priorities of the ESF

7 ESF Actions - Examples Promoting sustainable and high-quality employment: Focus on the integration of young people Long-term integration of young people into the labor market Module-based training of unaccompanied young refugees Equality between women and men Access to employment and labour mobility Assisted training for young refugees Coordination centers for training, mediation, networking Disadvantaged young people in transition from school to work Specialist for intercultural social work with refugees Professional orientation and professional training

8 ESF Actions - Examples B) Promoting social inclusion and combating poverty Improving the employability of adult and youth refugees and asylum seekers Qualification and professional entry for Sinti and Roma Integration of migrants in the labour market beyond traditional gender stereotypes Service points for labor market integration of immigrants and asylum seekers Low-threshold contact points Professional qualification and social assistance Complementary professional language courses

C) Investing in education Main focus: Preventing early school-leaving: for young refugees / pupils: practice classes, professional integration year, full-day transitional classes German courses for young refugees high quality early education integration in kindergarten / early childhood School & pupil mentoring

The Länder have plenty of only national actions, examples: Apprenticeship Scout for refugees Job tutors additional Recognition advisory bodies "STRONG MOTHERS - STRONG CHILDREN” Intercultural encounter Economy integrates refugees Social counselling service for migrants language courses, language courses, language courses, language courses Training of teachers, assistants, refugees mentors Support for the rural districts and towns in municipal integration work, integration, participation and social cohesion Promoting integration by municipalities Promoting the institutional capacity of municipalities to integrate

11 Integration - Summary Lessons to learn: ESF non dispensable
ESF can complement ESF can invest in the EU 2020 strategy National actions of the Länder are aligned more flexibly and precisely to regional and local conditions National actions exceed ESF actions on funding and volume Are faster and easier to organize Urgent Action: ESF should be simplified by post 2020
