1. 2012 – The Presidential Election Cycle and Redistricting

Ken asked me to revisit the presentation I made last year; SO, here goes a quick recap
As usual, I would like for this presentation to be a discussion as we look at the next 14 months! So, feel free to stop me and interject your thoughts. There certainly will be time for discussion at the end {Click}
Let’s begin with the Election Cycle

2. It is going to be a busy year
It is going to be a busy year! This timeline begins in mid-November of 2011 and extends until mid-November of As a side note, if I counted correctly I have 48 statutory deadlines to meet between now and December 20, 2012, none of which has anything to do with redistricting or reprecincting. I am sure your calendars look similar {Click}

3. As we all know the PPP will be January 31st
As we all know the PPP will be January 31st. The preparation and coding will begin mid-November.
The Division of Elections will certify PPP candidate names no later than November 22nd
Election Coding will need to be complete and ballot orders made by November 23rd

4. Ballots will arrive the week of December 5th
Military & Overseas Mail Ballots must be in the mail no later than December 17th
Non-UOCAVA ballots must be mailed between December 27th and January 3rd {Click}

5. The Florida Legislative Session begins on January 10th
Early Voting begins January 21st and the PPP is on the 31st {Click}

6. The first week and a half, or so, in February will be busy certifying and cleaning up from the PPP, {Click}

7. March 9th is the end of the Legislative Session. {Click}
The rest of March, April, and May will be our time to redistrict and reprecinct our county databases. However, we will be performing these tasks while the redistricting plans are moving through the Florida Supreme Court and the US Department of Justice approval processes
Notes:
FL Atty Gen has 15 days to petition the FL Supreme Court for a declaratory judgment
FL Supreme Court has 30 days to make its decision
US Atty Gen / US DOJ has 60 days to request additional information, object, or pre-clear the plan. That could be as late as June 15th

8. The last week of May will begin preparations and preliminary Primary Election coding {Click}
June 4th thru the 8th is qualifying for the Federal, State and Local Candidates. Notice that while I have planned to be completed with the redistricting and reprecincting efforts and synchronized the GIS, Voter Registration, and Tabulation databases and the Division will certify names to us on the 15th; that may also be when the DOJ gives final approval for the preclearance counties.
By June 18th the Primary Election Ballot Order should be placed, so that ballots will arrive the week of June 25th
Military & Overseas Ballots must be mailed by June 30th {Click}

9. July is a continuation of the Mail Ballot processes and testing and preparation of the Election Equipment
Early Voting begins August 4th and the Primary Election is August 14th. Although, we are already hearing rumors that the legislature may move that date back a week, to the 21st.
There is certainly no time to rest. The General Election Coding will begin immediately following the Primary Election {Click}

10. General Election Ballots need to be ordered by September 6th or 7th so that they will arrive by the 17th or 18th
Quality Control of the ballots and test decks will need to be completed September 18th thru the 20th
Military & Overseas Mail Ballots must be in the mail no later than September 22nd {Click}

11. Early Voting begins October 27th and {Click} the General Election is November 6th

12. Once November 19th arrives, barring any recounts, we will have yet another Presidential Election Cycle behind us, this one however will also have taken place with Redistricting right in the middle of it! {Click}
