3 Audit Compliance Audit Working Group (CAWG)
Joint Audit Workshop with IFTA Kevin spoke about Audit ballot in his presentation earlier CAWG will work with committees and jurisdictions to educate them on impact of changes – Changes not effective until July 2013 Audit Committee works with IFTA on the joint Audit Workshop

4 Clearinghouse Advise staff Impact of changes on jurisdictions
Promote consistency The committee is concentrating on more role- focused training and enhancements that will help our members use the Clearinghouse as a tool to more effectively accomplish their mission especially in the areas of audit and compliance. Audit Committee PRC

5 Dispute Resolution Meets in conjunction with Annual Meeting
Feedback from attendees Industry participation on committee DRC meets at the Annual Meeting Feedback from attendees last year included providing more education to attendees on how decisions were reached. A proposal was brought to the Board to reduce the number of industry participants on the DRC. The Board retained the current number of industry representatives.

6 Industry Advisory Resolution on calculation of property taxes
Adopted May 5, 2011 Membership increasing Attracting motor carriers Industry Advisory Committee adopted a resolution at the IRP Annual meeting regarding calculation of property taxes. WHEREAS, in the calculation of their property taxes or in-lieu fees on motor carrier rolling stock, whether or not such a tax or fee is collected through the International Registration Plan, a number of states employ the manufacturer’s suggested retail price of the equipment, or its Blue Book value, as the basis of the tax, and    WHEREAS, motor carriers purchasing rolling stock commonly benefit from a wide range of price discounts in the determination of the actual purchase price charged, Now, Therefore, Be It RESOLVED, by the Industry Advisory Committee of the International Registration Plan, Incorporated, that, in the interests of fairness and equity, states that impose property taxes or in-lieu fees on motor carrier rolling stock are hereby strongly encouraged to employ only actual selling price as the base of such a tax or in-lieu fee. They have successfully increased the number of members in the IAC, including motor carriers.

9 The Issues Committee work on Canadian Border Issues:
Confusion for commercial carriers crossing the US-Canada border Lack of clear and accessible information Requirements difficult to find/understand Websites have many layers Not easy to determine agencies involved Confusion about requirements for commercial carriers crossing the US-Canada border. Requirements difficult to find/understand. Not easy to determine agencies involved. International Committee believes that there is an opportunity to provide more user friendly information for carriers operating in North America.

Cross Border Demonstration Project “The Federal Motor Carrier Safety Administration (FMCSA) announces its intent to proceed with the initiation of a United States-Mexico cross-border long-haul trucking pilot program to test and demonstrate the ability of Mexico-domiciled motor carriers to operate safely in the United States beyond the commercial zones.“ Subcommittee on Mexico Long-Haul Program

Basing & App 3.2 One of the measures we use to determine if a webinar is successful, is if attendees use the information we presented in their daily work. We’ve started sending out a survey several months after a webinar to ask just this. With 4 being highest, you can see that the sessions are meeting that goal. It’s good to know that the education and training we provide is having a direct, positive impact on an individual’s daily job. Fees & Est Distance 3.3

Training for Jurisdictions/Industry Certificate Program

16 IRP Record Keeping Video
We continue to hear from jurisdiction and industry folks that the Record Keeping Video is a valuable tool. Some use it to train carriers – some use to train new staff. Use to educate superiors and other departments on IRP. One jurisdiction had trouble getting the controllers office to process the Clearinghouse payment prior to the deadline. They used the video to show the other department why it is so important to process that payment in a timely manner. And we’ve made it to You Tube!
