1. Background Policy needs European Disability Action Plan (2003-2010)
Compliance with UN Convention on the Rights of Persons with Disabilities Need for regular data Two contradictory decisions ESS Committee (19 November 2009): agreed to develop an EP and Council Regulation for a 2012 ESHSI DSS (March 2010): disagreed on an implementation in 2012 (time constraints and budgetary problems) Eurostat to investigate alternative options Meeting of the Directors of Social Statistics (DSS) September 2010

3. Short-medium term strategy (2011-2013)
Annual SILC survey 2011: LFS ad-hoc module on the employment of disabled people 2012: ESHSI (European Survey on Health and Social Integration) Implemented partly outside the ESS Covering 12 sections: core variables, health, 10 life activity domains Based on representative general population samples at national level, possibly with oversampling of 15-24 Flexible implementation if within ESS (mode of data collection, collection unit, fieldwork period) Fieldwork: 2nd semester of 2012 Meeting of the Directors of Social Statistics (DSS) September 2010

LFS ad-hoc module 2011 on employment of disabled people: repeated every 5 years with adaptation to users’ needs (next implementation in 2016) or ESHSI with good employment component but no repetition of the LFS ad-hoc module (priority of the PHWG) Meeting of the Directors of Social Statistics (DSS) September 2010

4. Conclusion The DSS are asked to give their views on:
This two-stage approach; The proposals for long term (from 2014): Implementation of ESHSI and EHIS as independent or as combined surveys The continuation/discontinuation of an LFS ad-hoc module on employment of disabled people every five years The main element for preparing the 2nd round is represented by the workshop that will be organised by the Robert Koch Institute in Germany, most probably in May 2010. Conclusion 2012: EHSI partly outside ESS (call for tender and proposals) 2014: EHIS as a separate survey (without a module on social integration) : Evaluation of the results of the 2011 ad-hoc module on employment of disabled people Evaluation of the results of the 2012 EHSI survey Development of the survey component of the modernisation strategy on this basis, decision on the strategy for the EHSI and LFS ad-hoc modules The main element for preparing the 2nd round is represented by the workshop that will be organised by the Robert Koch Institute in Germany, most probably in May 2010.
