4 New Programs cont’d Protecting American Manufacturers
Tariff of 1816 – a protective tariff – designed to nurture American manufacturers by taxing imports to drive up their prices Makes American made goods cheaper than imported goods Opposed by New England shippers and Southern farmers Improved Transportation (to link the country) Road and canal construction began Private businesses and state and local govt. funded much of the work

5 Problems with Florida Why? Florida = Spanish territory
Slaves ran away to Florida Creeks went to Florida as their lands were seized by settlers Took the name Seminole – “runaway” or “separatists” Used Florida as a base to stage raids against American settlements in Georgia Spain was unable to control the border

6 Jackson Invades Florida
1818 – Jackson and US troops invade Florida Destroyed several Seminole villages Jackson then disobeyed orders He seized the Spanish settlements of St. Marks and Pensacola Then he removed the Spanish governor from power Spain demands Jackson be punished At first Monroe agreed

7 Punish Jackson? John Quincy Adams defended Jackson’s actions…
He blamed the cause on Spain’s failure to keep order in Florida Adams will use this argument to put pressure on Spain in border negotiations 1819 – Adams-Onis Treaty Spain cedes all of Florida to the US Finalizes the western border of the LA Purchase

8 The Monroe Doctrine -In 1823, President James Monroe stated his intention that, as President, he would assert the power of the USA to have a dominant leadership role in the Western Hemisphere. Monroe stated that future efforts by European nations to colonize land or interfere with nations in North or South America would be viewed as acts of hostility. Monroe warned this would require the USA to pursue intervention in such matters, including the possibility of military action.
