Linked OpenData for environment protection in Smart Regions
SmartOpenData - AIP-7 Linked OpenData for environment protection in Smart Regions
2
A overview SmartOpenData is creating a Linked Open Data infrastructure, including apps, tools and data, regarding National Parks, protected sites and environment protection. Current situation: See Publicdata.eu: UK: 171 RDF datasets IT: 1853 RDF datasets See Spain: 14 datasets SmartOpenData is creating a Linked Open Data infrastructure, including apps, tools and data, regarding National Parks, protected sites and environment protection. The SmarOpenData infraestructure uses existing environmental and geospatial datasets. This is a small showcase regarding Linked Open Data in Spain. For example, using publicadata.eu, there are one hundred and seventy one rdf datasets from UK and one thousand, eight hundreds and fifty three datasets from Italy. There are not RDF datasets registered in Spain. Also, there are only fourteen datasets registered in GEOSS.

Portuguese-Spanish Pilot
Several datasets Several formats Open / Non Open sources Open / Proprietary formats Generally Underused Why do we want to transform them? Regardind SmartOpenData Portuguese-Spanish pilots, we can highlight that there are several datasets (more than tweenty). These datasets are stored in several formats, such as: PDF (very common), SQLite, Oracle Spatial, ESRI Shapes, Microsoft Access and others. Why do we want to transform them? This is one of the aims of the project: To translate them to a unified and standard format. Also, there are several datasets that are currently underused but they contain very useful information. 3

Rationale of the project
Publish datasets openly Transform datasets to open formats Improve datasets use SmartOpenData is focused on how Linked Open Data can be applied generally to spatial data resource and specifically to public open data portals, GEOSS, INSPIRE and voluntary data, and how it can impact on the economic and sustainability progress. The project will reuse existing European Spatial Data Infrastructures (SDI), based on INSPIRE and GEOSS and will extend it using Linked Open Data. 4

Where are we? Defining vocabularies and ontologies
Defining architecture Natural language, natural problems: Which are the best tree species to group in a parcel? Where can we find the best seeds? Where are the protected areas in municipalities of Zêzere watershed and what are their contribution to the water quality? We are close to create viewers and apps, but not yet. Regarding the Portuguse-Spanish pilot, about agroforestry management and water and drinking water management, we are modelling the existing datasets to provide an interoperable and machine-readable framework. After the definition of the models, we are defining the vocabularies and ontologies that will act as bridge to the publication of data as RDF 5

Next Steps Open question Done OGC Registered Service: RDF Translation
On the fly? Duplicated? Non-OGC Service Non-INSPIRE OGC Registered Service: RDF Translation OGC Registered Service: WKT Translation The following tasks have been carried out: Gathering of external and internal datasources Translation to several geospatial formats to WKT There is also an open question: The publication of RDF would be on the fly or there would be a duplicated copy of raw data? First Approach is more desiderable and more complex. Currently, we are working on the second approach. The RDF datasets are a duplicate from original data. This approach is easier but it means more disk space and possible inconsistencies. Registration and publication Registration and publication 6

HTML5 Viewer-Editor Done HTML5 Viewer-editor Non-OGC Service
Non-INSPIRE Jan 2015 Dec 2014 The SmartOpenData viewer-editor currently exists, but it has not been adapted yet to show and query RDF datasets. We expect to obtain our first RDF datasets by December (one month) and we expect to show the results of our semantic queries by next January. OGC Registered Service: RDF Translation 7
