2. Rationale of the study
Taking into account Target 1 and 2 of the EU Biodiversity Strategy & results of the recent reports under Art. 17 Habitats Directive and Article 12 Birds Directive, a substantial volume of restoration measures will have to be implemented if the planned targets are to be achieved within a reasonable time span. It is thus important to assess restoration needs and how these are covered by objectives across the Member States.

The EU Habitats Directive (92/43/EEC) requires Member States to ensure a ‘favourable conservation status’ (FCS). Although the term of ‘favourable conservation status’ is not anchored as such in the EU Birds Directive (2009/147/EC), the concept is very similar. The site-based approach of the Natura 2000 network, is the most powerful mechanism of the two Nature Directives
This requires MS to set FRVs for the following parameters: range, area (for habitat types only) and population size (for species only). These values should be set at levels likely to ensure the long-term persistence of the habitat type/species in all or part of its range. Conservation status is to be assessed every 6 years and all the needed documentation to understand this process is given on the Art.17 reference portal . By the end of June 2013, Member States are expected to report updated information on conservation status, based on monitoring carried out during the period By the end of December 2013, Member States are expected to report updated information on the status of all bird species regularly occurring on the European part of their territory, based on monitoring carried out during the period All the documentation necessary to understand this process is given on the Art.12 reference portal.

There are needs for restauration measures outide the Natura 2000 network
The study will start with an exhaustive data collection. On top of the reporting for the nature Directives, it is proposed to use questionnaires and targeted interviews in MS and a broad literature search. The analysis will include quantitative assessments of restoration efforts, objectives and priorities in the wider European context, by comparing them against large-scale systematic conservation planning approaches. Best practices and lessons learnt from forerunners MS will be used to provide recommendations at EU and MS level about measures which could be taken to improve the progress towards this target.
