Contract in a Fun City You are evaluating a group of contractors with respect to an upcoming project. There are three contractors with similar proposals at similar cost, varying only a bit in terms of scope and also price. As such, you feel justified in advocating for any of the three contractors. It so happens that one of the contractors is located in a city in which you used to live. You have family and many friends there and you are likely to visit the contractor onsite several times during the contract. While this information is not directly relevant, you can’t help but be attracted to that contract offer.

You need to honestly try to make sure you are not providing any weight to the location factor. Pay particular attention to the conclusion of the other evaluators. Occasionally TDY will take us to places that are near friends and family or are attractive for other reasons. Be scrupulous with the government’s money. Never manufacture a TDY trip for your own personal concerns or desires.

Be alert to and recognize ethical dilemmas when they occur. Look at the situation from others’ viewpoints. Perceptions matter, and even the appearance of impropriety can cause harm. When in doubt, ask your chief for advice. Themes Integrity and Ethics; Perspective Taking
