Metis block governor McDougal from entering the Red River settlement because they the Canadian government had not yet officially acquired the area, AND they did not think he had any right to do so.
Metis seized Fort Garry (headquarters of the HBC in Red River).
Metis and Riel helped set up a provisional government in 1869.
Metis and Riel creates list of rights and travelled to Ottawa to negotiate the terms of Manitoba entering into Confederation.

5. Thomas Scott and Canada Party
Scott = a surveyor and had been a member of the Canada Party >>> Group of English-speaking Protestants in Red River that was working to make the North-West apart of Canada.
Canada Party =
Believed that English Protestants should control the North-West.
Not interested In the rights of the Metis.
Some of them, including Thomas Scott, had been given permission to try and drive the Metis away.

6. Thomas Scott in Jail
When the Metis took over Fort Gary in 1869, they put some members of the Canada Party in jail (including Thomas Scott).
While in jail Scott insulted and attacked the guards. He also threatened to escape and kill Riel.
Scott was brought before a traditional Metis military council (similar to ones that took place on Metis buffalo hunts).
Council found Scott guilty of insubordination

According to the rules of the buffalo hunt, this was a serious crime

7. Thomas Scott Execution
Even though Louis Riel recommended mercy, Scott was sentenced to death and was shot by a Metis firing squad in 1870.

8. Reaction to Thomas Scott Execution
Many people in Quebec and Ontario reacted strongly to the execution of Scott.
Many French-speaking Roman Catholics in Quebec saw Riel as a man who stood up for French rights.
Riel had stated that Scott was shot to make the government in Ottawa respect the Metis
Many English-speaking Ontario Protestants called Riel a murderer.
>>>They demanded that PM Macdonald send an army to the Red River Settlement to capture Riel and bring him to Canada for punishment.
>>>Also thought they may need an army to help protect English Canadians in the area.

9. Reaction to Thomas Scott Execution
The reaction over the execution of Thomas Scott put the Conservative government of John Macdonald in Ottawa in a difficult position.
Conservative government did not want to loose the support of either Quebec or Ontario, but it was very difficult to keep the majority of people in both provinces happy.
What do you think the government did to decrease this unrest?

10. Reaction to Thomas Scott Execution
Because of the unrest in the area and in order to satisfy people in Ontario, Macdonald decided to send troops to Manitoba.
Angered after not finding Riel, some of the troops broke loose and attacked two of Riels friends.
Since Riel thought he would be tried for the death of Scott, he fled to the United States and did not return until 1884.
