BC Packaging and Printed Paper Producer Responsibility Program 3 SUMMARY OF PHASE 1 ACTIVITIES Report - Current System for Managing Residential Packaging and Printed Paper, March 2012 Who is doing what - Local government, not-for-profit, private services System performance – Estimated PPP supplied, collected and recycled – Estimated recycling rate between 50% -57% Report - Packaging and Printed Paper Program Design Options, March 2012 Program design options – system requirements – Defining recycling, recovery, residential premises, streetscape, reasonable access, materials to be accepted Program design options – financial transactions – Contracts, incentives, direct delivery, combinations – Evaluation methodology and results

BC Packaging and Printed Paper Producer Responsibility Program 4 OVERVIEW OF ACTIVITIES SINCE COMPLETION OF PHASE 1 With the data provided in the Current System Report, producers were able to estimate their share of collected PPP and consider next steps Canadian Newspaper Association (CNA) – Compiled publishers data and assessed options – Recently re-engaged in discussions with MMBC National producers such as Loblaw (Superstore), Unilever and Safeway liaised with CNA and other producers

BC Packaging and Printed Paper Producer Responsibility Program 5 OVERVIEW OF ACTIVITIES SINCE COMPLETION OF PHASE 1, CONTD Discussions among producers over recent months identified shared objectives Manage administration of producer organizations effectively Commitment to BC PPP program – As first full EPR PPP program in Canada – As basket-of-goods program encompassing both packaging and printed paper Led to Commitment of producers resources to BC PPP plan development process Collaboration with MMBC as their producer agency of choice

BC Packaging and Printed Paper Producer Responsibility Program 6 CURRENT STATUS Project team working with MMBC and producers to develop plan Glenda Gies as Project Manager Phase 1 project team plus others Working to respect November 19 regulated submission deadline Dialogue with local governments and other stakeholders to solicit input to program plan is critical to developing an effective plan

BC Packaging and Printed Paper Producer Responsibility Program 7 Major effort to reach out to local governments and other stakeholders Reconsideration of program design approach to – Build on programs already in place – Capitalize on the expertise and experience of BCs local governments and not-for- profit/private sector recyclers to increase collection and recycling of PPP in a manner that is both environmentally effective and economically efficient Website and e-newsletters as sources of information Followed by – Draft plan posted for comment – Workshop with webcast NEXT STEPS Happening Now Coming Soon
