For scenario #2 use the CSTI map of Santa Luisa and place the incident in the railyard. It is helpful to make a transparency of the map and show it while the scenario is going. You can also make the plume build as the scenario goes on (draw the plume on the transparency).

Advise the students to approach the scenario as if they were assigned to Tech. Spec. They should concentrate on the assignment given to them and not get to far ahead as they will be working on the same scenario with different assignments for each position. The idea is to reinforce that each team take a part of the problem (ie tech. spec. provide information, entry determines tactics for dealing with problem in the exclusion zone, etc.).
