2 The BLUE MED Functional Airspace Block, established in 2012 in compliance with the European Single Sky legislation, is comprised of the airspaces of four EU Member States (Italy, Cyprus, Greece and Malta) but the initiative is open to the participation of other interested States, including non-EU States.

3 IFATSEA POSITION FOR BLUE MED
IFATSEA welcomes the invitation and noted that there were no meetings for many years IFATSEA has contacted BM contact point every year since 2012 for the BM progress. IFATSEA welcomes the fact that there was work on the Initial training of ATSEP. It is noted that in the technical part of the BM organization the issue of NAVIGATION, an important enabler, is missing from the work to be performed. IFATSEA also questioned whether the safety case for the GNSS as a sole Navigation solution has fall back scenario. * IFATSEA noted that there are some ongoing projects. However, regarding PcP there is only one project in the AF3 on Free route IFATSEA believes that as SESAR has benefited by PcP the Blue Med should copy the best practices out of these deliverables. IFATSEA has requested the documents related to ATSEP and other issues like safety and HR to be shared in a timely fashion. Safety culture initiatives to raise awareness.(workshops) Also the local PSOs should be present in the Social dialogue meetings.

4 Common Statement “On 7 April 2017, the representatives of the ATM Social Partners (ETF, ATCEUC) and Professional Staff Associations IFATCA and IFATSEA met with the representatives of the BLUE MED ANSP Committee for the 8th BLUE MED Social Forum. All parties recognize the need to enhance social dialogue at the BLUE MED FAB level in order to ensure proper consultation and involvement of trade unions and professional staff associations. All parties reaffirmed their commitment to the Terms of Reference as well as the Joint declaration of the 7th BLUE MED Social Forum from 8 May In particular, they reiterate the importance of the direct participation of local organizations/associations to the Social Forum as well as the absence permission and reimbursement rules. In terms of concrete steps to enhance social dialogue in the BLUE MED FAB, the parties submit the following proposals to the Governing Board of BLUE MED: - regular meetings of the Social Forum will take place at least once a year. a joint meeting between the representatives of ATM Social Partners and Professional Staff Associations and the BLUE MED ANSP Committee will take place through ad-hoc sessions. while reconfirming the validity of the Terms of Reference, all parties agree to set up an ad-hoc working group to review the text and if appropriate, to come up with amendments (target by end 2017) the ANSP Committee will submit a proposal to improve communication and information flow between the meetings”.
