Pushing the Button / Relief Duration Design Areas
ECC Final State Pushing the Button / Relief Duration Design Areas
2
Design Area Table New assumptions added from last meeting
RC initiates mitigation 20 minute response requirement
3
Topics to Resolve Which snapshot to use for baseline?
What happens during the 20 minute response period? How long will mitigation last after the issuance and 20 minute fulfillment completes?
4
Snapshot for Baseline Consideration 1
Flow increases from first snapshot requiring additional relief obligation Time Total Flow on Element (MW) Total Relief Obligation (MW) xx:00 500 100 Relief Obligation assigned here xx:05 550 150 xx:10 600 200 xx:15 650 250 xx:20 700 300 “Button” pushed; Now what?
5
Snapshot for Baseline Consideration 2
Exceedance occurs prior to 45 after but “button” pushed after that time Forecast and Outage Data used Button pushed (New Relief Obligation baseline?) New forecast, tag, and outage data available for next hour Initial Exceedance occurs (Relief Obligation baseline)

Volume of notifications based on one snapshot exceedance can generate significant alerts (approximately 32,000 in 2017) Image: eduleadership.com Image: appypie.com

9
Snapshot for Baseline Summary
Based on the complexities in the various considerations, Peak recommends that the snapshot for baseline should be captured when the relief obligation is issued
10
Actions During 20 Minute Response Standards
INT (will anything ECC does be late?) INT (do any BAs use this?) INT-004-WECC-CRT-2.1 (does R1 set the curtailment start time ?)
11
Actions During 20 Minute Response Timeline
“Button” pushed; Relief obligation issued BAs/TOPs determine mitigation actions (ACE, Gen, Tags) BA confirms response; Curtailments issued Gen and ACE movements in progress or completed; Curtailments approved Relief obligation verification measurement; ECC has Tag step change value if effective at T20 End of ramp for curtailments if issued effective at T20 (assuming 10 min straddle) T0 T5 T10 T15 T20 T25
12
Mitigation Duration Assumptions
Any R.O. event that is issued continues until the end of the current hour Any new R.O. events issued after 40 past the hour will be effective until the end of the next hour Any existing R.O. events that are reassessed at 45 past and require extension will be effective until the end of the next hour
13
Mitigation Duration Examples
Event Issued Event Measured Event Reassessed (9:45) Event Termination 9:05 9:25 No 10:00 9:27 9:50 Yes 11:00 9:40 9:41 10:01 N/A?
