Development of a common non-binding European Citizen’s Charter.
Development of common non-binding public service delivery standards and commitments at EU level.
Development of common principles for quality of public service delivery across the EU, which will not be binding for Member States, but will offer them a benchmark and guidelines when adopting their national framework.
