Student Eligibility Ohio Revised Code 3365.03
House Bill 49 provision modified the eligibility process for College Credit Plus Effective Academic Year (summer term) Three distinct steps to participating in College Credit Plus: Eligibility Determination (statewide standard) College/university Admission (institutional standard) Course Placement (institutional prerequisites)

Student Eligibility Step 1: Eligibility Determination
~ ACCUPLACER ~ MapleSoft (Classic or Next-Generation) ~ PlaceU ~ ACT ~ SAT ~ ALEKS If score at or above assessment threshold score in at least one sub-test, the student is ELIGIBLE to participate

Student Eligibility For a student to be “conditionally” eligible for College Credit Plus: If a student scores within a “conditional range” (one standard error of measurement) below the remediation-free threshold AND the student has a 3.0 GPA, the student is eligible to participate OR If a student scores within a “conditional range” below the remediation-free threshold AND the student obtains a recommendation1, the student is eligible to participate 1 school counselor, principal, career-technical advisor

Student Eligibility Step 2: College/University Admission
Student must apply and be admitted to the institution Institution might have higher or more selective criteria for admission (compared to the eligibility threshold scores) Admission and eligibility steps might occur concurrently (open enrollment/admissions institutions)

Student Eligibility Step 3: Course Placement
If eligible and admitted, then student meets with college advisor to discuss course placement Institution may have additional prerequisites for courses For example, the student may be eligible for the program, but if test scores do not meet prerequisite, the student may not be able to take specific courses

Assessment Test Responsibility
Requires institution of higher education to pay for one assessment exam to determine student eligibility Once the student has an eligible score, the university is no longer required to provide an assessment (e.g., juniors testing at high schools) University can use an alternate test, such as Accuplacer, in place of ACT or SAT (i.e., “treating everyone the same”) ACT – prepaid voucher codes – available now SAT – voucher codes (after use) – estimated available Summer 2018 Prior eligibility If a student was deemed eligible in , , or , then the student will automatically be eligible to participate in and beyond. Level I – Transferable Courses Ohio Transfer Module: Although the specific character of each institution's general education program conveys something distinctive, all of the programs share some general principles in common: They are all designed to provide students not only with a breadth of knowledge, but also to develop foundational skills and abilities to succeed in the 21st century, including: Knowledge of human cultures and the physical and natural world; Intellectual and practical skills, including inquiry and analysis, critical and creative thinking, oral and written communication, quantitative literacy, information literacy, teamwork, and problem solving; and Personal and social responsibility, including civic knowledge and engagement, intercultural knowledge and competence, ethical reasoning and action, and foundations and skills for lifelong learning.

Level I – Transferable Courses … another possible place to begin … Focus on courses that your College Credit Plus students primarily have enrolled in the past Are these in general education subject areas? Are these in technical subject areas? What courses has your college/university transferred in? Why did your institution decide to grant credit for those courses? What were the similarities that you looked for in those courses?

Enrollment Notice Recipients - Colleges
Eliminates the requirement to send written notice to the superintendent of public institution Reminder: College must send for every enrolled student (regardless of location of course) ORC

Clarifies that the default ceiling payments shall not be more than the institution's standard rate Permits, rather than requires, the Chancellor to approve waivers for agreements below the funding floor ORC
