4 ENLISTED PROMOTION & ADVANCEMENT MANAGEMENT (ePAM)
This is the home page of the ePAM system. This is the system in which MNP-EPP manages all enlistment advancement and promotions.

5 ADVANCEMENTS AR 600-8-19, Enlisted Promotions and Reductions, dated
30 April 2010 (RAR) 27 December 2011 Unit Commanders are responsible for advancing Soldiers. ePAM provides advancement rosters. These rosters are updated daily. ePAM also provides waiver dates. Soldiers in the grade of E1, E2, and E3, may be advanced to the next higher grade when they meet time in grade and other requirements established by AR

6 ADVANCEMENTS Eligibility criteria for promotion to PV2, PFC, and SPC will be as follows: The promotion to PV2 requirement is 6 months TIS (4 months w/waiver). The promotion to PFC requirements are 12 months TIS and 4 months TIMIG (6 months TIS and 2 months TIG w/waiver) . The promotion to SPC requirements are 24 months TIS and 6 months TIMIG (18 months TIS and 3 months TIG w/waiver) Must have a current passing APFT and be MOSQ not 09B1O

7 ADVANCEMENTS ADMIN ACTIONS:
All Soldiers must not be flagged or barred from reenlistment. Any Soldier previously reduced must be fully qualified (without waiver) for promotion to the next higher grade. Units will initiate a Personnel Action Request (PAR) in RCAS and publish Enlisted Promotion orders for all advancements. When the MILPO Order is published the SIDPERS (11g) transaction will be processed and the order will be placed in the Soldiers iPERMS file.

8 ADVANCEMENTS If a unit CDR elects not to advance a Soldier who meets requirements without a waiver they must follow the procedures outlined in AR , Chapter 2. Effective date and DOR are the same. This applies for advancement and reduction. The day the order is published will be the effective date of the order. Any requests to backdate the effective date must be submitted in memo format to MNP-EPP with justification as to why the order was not published in a timely manner.

9 ADVANCEMENTS/ REDUCTIONS
The MILPO is the final approval authority for all requests to backdate. Reduction authority for SPC/CPL and below is the Company CDR. Reductions will also be processed as a MILPO order in RCAS and automatically input into SIDPERS (11g) and the Soldiers iPERMS file. All supporting documents will be maintained at the BN level as per AR chapter 10

10 ADVANCEMENTS Advancements
This page gives you the ability to filter the advancement roster by those who are eligible for advancement with a waiver, eligible without a waiver and to input comments regarding the Soldier on the roster. To see a Soldier’s Advancement data – Click on Advancement Roster Select Parent UPC Type in their UPC in Box Click on the Soldier's name in which you would like to review To breakdown who can be advanced, cannot be advanced, and who has no IADT startDate - At top of page click Promotable, Non Promotable, Not started IADT You can Also Search by individual name by typing the Soldiers name in the search box.

11 LIVE 4100 POINTS Live 4100 Points
To View Soldiers' points breakdown and print individual 4100 on ePAM Click on Live 4100 Points On this page you can view the breakdown of all Soldiers points. You can sort this by Unit, Rank or search by individual Soldier. If you search for an individual Soldier you can print off their individual 4100 by selecting their name. Stress: If a Soldier initials the 4100 and doesn’t pen and ink the changes that should be made and the changes do not happen on SIDPERS, the Soldier will not be given those points. You must pen and ink the changes and upload this 4100 into ePAM.

13 STRUCTURED SELF-DEVELOPMENT (SSD)
Army Directive adds new eligibility and promotion requirements for NCO’s starting 1 January 2014: E4 to E5 - Will be placed on the promotion list but will not be selected or promoted until they have SSD 1 complete. E6 to E7 - Will not be considered for promotion until SSD 3 is complete. (will not make promotion list) E7 to E8 - Will not be considered for promotion until SSD 4 is complete.

14 Differences E4-E6 & E7-E9 E4-E6 still uses the Points System. This process has not changed (Appendix K, NYARNG 600-2, October 2012). OML will show Soldiers in the order of the points they received. Points will be on OML. E7-E9 now uses National Guard Automated Board System (NGABS) E7-E9 will show Soldiers in the order of merit in which the board selected.

SENIOR NCO PROMOTIONS “Soldiers are their best personnel clerk” Letter to the Board IAW AR Para 7-32 Soldiers may write to the president of the promotion board and are encouraged to do so, only when something is not provided or if the Soldier feels will effect the board deliberation.

20 ELIGIBILITY In ePAM you can view the Promotion Eligibility Roster (PER) and the Promotion Ineligibility Roster (PIR) This report will list all Soldiers eligible for the promotion cycle. If they aren't eligible it will list the reasons why.

21 EPP PACKET The EPP PACKET Consist of the following documents:
NGB Form B-R-E (E6 – E9) or NGB Form R-E (E4-E5) NYARNG Form (EPM Soldier Worksheet) NYARNG Form (E4 Leader Appraisal Worksheet) or NYARNG Form (E5 Leader Appraisal Worksheet) if applicable. NYARNG Form (Request / Nomination for 1SG) if applicable NYARNG Form (Request / Nomination for CSM) if applicable

28 SELECTIONS In ePAM your UA can track all selections pertaining to your unit.

29 SELECTIONS HOW SELECTIONS ARE MADE:
Once a vacancy is determined a second priority fill the selection is added into the Enlisted Promotion and Advancement Management system Upon order of received MNP-EPP will make selection of the next soldier that is within tolerance at the time of the selection. Once the selection is made a automatic is sent out the Soldier with a selection letter. The Selection letter will have a suspense in which the Soldier must accept or decline the promotion.

30 SELECTIONS HOW SELECTIONS ARE MADE:
A separate is also sent to the Soldier’s COC notifying them of the selection and anything needed for the completion of the promotion ie: extension or clearance. Once the Soldier is fully eligible for promotion the promotion authority will publish the promotion order as of the date the Soldier became fully eligible.

31 STABS In ePAM your UA can track all STABs pertaining to your unit.

32 Legitimate STABS MOS Administrative error by Soldier’s Chain of Command or MNP Whose unit disbanded or reorganized due to force structure changes, causing Soldier to reclassify or change zones for promotion consideration.

33 STABs The following reasons do not constitute a STAB:
Incorrect points for date on NGB Form R-E and other records, which the Soldier reviewed prior to the date, the original board date. Soldiers who transfer from another component after the convening date of the board. These Soldiers must wait until the next regularly scheduled promotion board before they are eligible to be considered. Changing Primary MOS for upward mobility

34 STABs STAB’s will be signed by the Battalion Commander or CSM, or higher, and forwarded with supporting documentation to MNP-PAR. Requests are then uploaded into ePAM. If the STAB is approved and results in a Soldier being selected for promotion, the Soldiers DOR cannot be any earlier than when the request was received in MNP or the date the Soldier accepted the promotion and meets all promotion criteria.

Narrator: Order of Merit List (OML) The OML will be published on the established dates given in the current FY LOI
