INPES French National Institute for Prevention and Health Education
Public health agency created in 2002 and under the authority of the Ministry of Health 140 employees 100 M€ budget (~810 M Yuan) International partnerships (Cooperation agreement with China, Russia, Canada, Europe …)

INPES and HPH 6 directorates at INPES :
Programmes, Scientific affairs, Communication and Information, Networks and Regional development, Internal resources and Finance. Develop prevention, health education and health promotion strategies at a national level to be implemented in various fields: Schools, Prisons, Cities, Hospitals Coordinating the national HPH network includes Communication and collaboration with international HPH network Attending annual HPH conference and encouraging French hospitals to participate Administrative followup with hospitals regarding membership

International network of Health Promoting Hospitals & Health Services
A network of national & regional networks Established by WHO in 1995 and based on the Ottawa Charter, Budapest Declaration and Vienna Recommendations Mission: HPH shall work towards incorporating the WHO concepts, values, strategies and standards or indicators of Health Promotion into the organizational structure of the Hospitals and Health Services Vision: Increase the contribution of hospitals and health services to better health gain through Health Promotion Aimed at patients, staff and community

Engagement criteria Endorse the principles of WHO documents and declarations on HPH Develop a written policy for health promotion Develop and evaluate a 4-year HPH action plan to support the introduction of health promotion into the culture of the hospital Pay the annual contribution fee for the coordination of the International HPH Network Identify a hospital coordinator Share information and experiences on national and international level

A little history of HPH in France
1997: 7 hospitals Coordination: Paris Hospital « Trust » Joint coordination with National Health Education Committee (not for profit) 2002: National Institute of Prevention and Health Education Network grew slowly to 15 members Renewed priority established in 2012

A national HPH network More evidence based research showing that health promotion in health care settings is effective in improving health outcomes Many health promotion projects exist but little capitalisation of experience and communication Specificities of health care system organisation in each country Priority identified by INPES to re-launch the French network in 2012 Interest shown by hospitals and regional health authorities Creation of a National Coordination Committee to include national institutions and hospital federations General meeting held in June 2012 15 people 8 hospitals present, including 2 non members 8 hospitals represented, including 2 non members 1 regional health authority

Annual conference: one-day session 6th June 2013 INPES’ quarterly magazine: Issue dedicated to HP in hospitals Downloadable at Online collaborative sharing site Working group Charter Brochure Communication, meeting partners & members Working with hospitals to establish a project-based and global approach to health promotion

Future development Further develop communication efforts
Establish a database of projects developed in member hospitals Publish a national newsletter Include HPH principles in hospital certification Participate in health care professional initial training and professional development Collaboration with international network and other national networks

Normandy Regional coordination and financing of Health Promotion positions within 9 hospitals Hospital coordinators work on Establishing links with the community Being a resource for information, documentation, methodological support Evaluation and communication Monthly meetings beween hospital coordinators Annual seminar

Example: Health Promotion Unit in Dreux Hospital
One of the only hospitals in France with a « Health Promotion Unit » 3 main activities covered: Addictology Vaccination and screening Patient education Integrated approach to treating each health issue Tobacco sessation for patients, staff, community and the hospital as an institution Unit physically placed in the centre of the hospital Projects developped with surrounding cities and towns Particular attention to socially disadvantaged groups

Role of INPES as HPH network coordinator
Further develop knowledge and understanding of health promotion in the health care setting Give the national network a framework and struction within witch to develop Encourage hospitals to engage in health promotion activities Work with the regional health agencies who are in charge of health care organisation Communicate about HPH activities and approaches Nationally Internationally
