3 Nursing Home Reform Act
Omnibus Budget Reconciliation Act (OBRA) 1987 Regulations for Nurse Aide Education Programs September 21, 2016 (Revisions underway for 2018)

4 State Certification State approval of nurse aide education programs approximately 275 statewide; A State approved competency evaluation program (NNAAP); and A State maintained Nurse Aide Registry.

5 Nurse Aide Education Programs
Initial approval by Board of Nursing Approval is for a two year period Approval is maintained by meeting requirements in Board of Nursing Regulations On-site review visits every two years Written program evaluation is due in the interim year

6 NNAAP National Nurse Aide Assessment Program
Pearson Vue and NCSBN Credentia (April 2017) (RN Evaluators) 20 test sites in Virginia; 1 in North Carolina In-Facility Testing is Available Application Fee - $94.00 Written and Skills Sections of Test Test results sent directly to candidate Candidate Handbook (July 1, 2018)

10 Primary Instructor Qualifications Responsibilities
Current Va. License as R.N. and 2 yrs. experience as R.N. or multistate licensure privilege in last 5 yrs and 1 year of experience in LTC Responsibilities Planning of each learning experience Teaching and evaluation of students – does the majority of the actual teaching Ensure objectives are met Ensure students do not perform services not taught or found to be proficient by the instructor****** Maintain records

Qualifications R.N. Valid Va. License or multistate privilege One year direct care experience as an RN LPN with valid Va. License or multistate privilege High school diploma or GED Graduated from state-approved P.N. program 2 years direct patient care experience as an LPN Responsibilities Instructs under supervision of primary instructor

12 All Instructors Complete course in teaching adults
Principles of adult learning; teaching methods and tools; and evaluation strategies; or Have experience teaching adults or high school students

13 Additional Requirements
Resource persons 1 yr. experience in their field, and under the direct, on-site supervision of the primary instructor Clinical instructor Solely on-site to supervise student – may not be involved in other duties Student instructor ratio no more than 10:1

21 Possible Changes to Nurse Aide Education Regulations
Use of a Board Developed Curriculum (under development - Projected date of Board approval is January 2019) Requirements for a train-the-trainer course specifically for the Board Curriculum (minimum of 12 hours over two days) 8 hour refresher course every three years Requirement for skills lab hours (at least 20) Requirement of a minimum of 140 hours

22 Virginia Department of Health Office of Licensure & Certification
Licensing authority for nursing facilities Monitor & enforce requirement that all nurse aides working in nursing facilities must be state certified (CNA) within 120 days of employment Monitor requirements that all nurse aides receive at least 12 hours of continuing education per year

Hold current certification as a CNA in VA Has been a CNA for at least three years Has never had a finding of abuse, neglect, or misappropriation of patient property No disciplinary actions by Board within five years preceding application Recommendation from a licensed nurse who has supervised the CNA Successfully completed a minimum of 120 hours of advanced training in an approved program – 18 VAC & 140 Submit an application with $25 fee
