The Enlightenment: European thinkers questioned/proposed different forms of government John Locke, in particular, influenced American thinking (Late 17th-century) Natural Rights - Life, liberty, and property Consent of the governed: The people choose who their rulers would be The people are the source of power Limited government - clear restrictions The government must protect natural rights, make and post clear laws, and protect property Locke argued revolt should occur only when injustices are severe T-Paine - Common Sense (1776) Urged colonists to break away from England and corrupt KG3

Primarily written by 33 year old Thomas Jefferson Adams and Franklin also contributed Justified reasons for declaring independence Helped influence revolutions in other areas of the world (France, Latin America)

The Failed Articles The Articles of Confederation were the first national governing document They created a weak central government: Unicameral legislature with one vote per state dominated the government State legislatures had incredible power - fear of British government Economic Issues emerged: Federal government could not tax, each state could coin its own $ and impose tariffs on trade from other states Congress could not regulate commerce (would change in the Constitution)

Shays’ Rebellion Represented economic issues in the 1780s
Farmers in MA protested farm foreclosures This rebellion lasted months, in part, because there was not a national military to stop it Many Americans, particularly elites, sought to revise the Articles

Annapolis Convention Meeting in 1786 to discuss issues with the Articles Only 5 states showed up Alexander Hamilton (NY) played a prominent role The delegates achieved a promise from Congress to meet in May, 1787 in Philadelphia
