Conformity Assessment elements of the ENEC Mark
Initial Factory Inspection Testing Certification ENEC is a Conformity Assessment type 5 based on ISO/IEC 17067 Scheme type 5: type test plus periodic assessment of production process and/or audit of management system plus periodic testing of products from point of production and/or the market Sampling from either assembly line, warehouse or market Factory Surveillance Re-Testing 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016

EN Standards for electrical safety
+ Safety EN Standards for electrical safety Performance EPRS Standards for energy efficiency ENEC + can be granted subject the product is also granted with the ENEC safety mark One important aspect of product-related environmental protection is environmentally safe product recycling or disposal. This is possible only with the knowledge of the substances contained and the potential hazards to health and to the environment that they represent. Therefore, the manufacturer should know which environmentally relevant substances are contained in his products. Additionally, he should know the distribution and the concentrations of these substances. He should be able to give the required information to those who need it. This guideline is written to assist companies which have to develop materials declaration questionnaires for products, for instance as part of purchase specifications. It intends to increase the harmonization and the comparability of the various questionnaires. 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016 TC 65 Nice February 2012

Certification Process
Initial Factory Inspection Certification Body’s Inspectors perform the Initial Factory Inspection and complete the Initial Factory Inspection Report Testing Testing Laboratory performs the testing & measuring programme and issues the relevant Test Report Evaluation Certification Body evaluates the Initial Factory Inspection Report issued by the Inspection Body and the Test Report issued by the Testing Laboratory Decision Certification Body’s officer takes the Certification decision License granted Certification Body grants the ENEC License Certification Process 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016

Factory Inspection Certification Body’s Inspectors perform the factory inspection. Sampling Re-Testing Testing Laboratory performs the re-testing programme to check continued compliance with the initial testing Re-evaluation Certification Body evaluates the Factory Inspection Report & the Test Report to ensure the continued compliance with the initial Certification License Certification Body notifies continued acceptance of the ENEC Licence Surveillance Process Selects and seals samples from either the assembly line or the warehouse or the market…ongoing basis 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016

Which Industry is using the ENEC System?
75% of the ENEC Applicants are from SMEs. To be sure to market safe products Provides objective basis for fair comparison Being recognized outside Europe by regulations calling for Type 5 C.A. Validates designs and prototypes Establish a solid Technical File Why ENEC? 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016

Main benefits Independent third party certification
One stop Service. 1 standard, 1 test, 1 certification Ongoing product and production surveillance All certified products listed in a publicly available database Single European Mark, accepted throughout Europe and beyond Safety and performance assurance for the lifetime of the product Strict competence of CBs and TLs on-going assessed through Accreditations & Peer Assessment programme Uniform understanding and application of the standards regardless the location of the CBs and TLs. Protected Marks Main benefits All the documents and forms used as well as qualification requirements for factory inspectors are harmonized between Members. So there is the general idea of having one test, one factory surveillance/inspection and one certification recognized by all participants. This means no further tests or multiple factory visits are required. 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016

Evolution offer ETICS has recently voted a resolution to promote ENEC Scheme using modern technologies and switching into Digitalisation. The QR-C or any other future standardised encoding mode (numeric, alphanumeric, byte/binary, etc.) allows to instantly identify that e.g. Consumer Goods have been tested and found compliant with the relevant requirements of the product standards. 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016

Common centralised database
Evolution offer ETICS administers a centralised European Database hosting all ENEC certified products which will allow Consumer, Retailers, Buyers, Custom Officers, Market Surveillance Authorities and any other Stakeholder, by scanning the QR-C, to consult/verify/investigate the status of the product, the Certification Body that has issued the certificate, the scope and extent of the compliance (safety, performance, etc). 11/29/2018 6:52:27 PM 7th International Safety Conference-Brussels 2016

Access by Custom Officers
A strong set of anti-counterfeit features may improve the appetite for clients buying into the program. Industry associations, as well as market surveillance authorities and customs’ officers would all plaude the initiative, should we be successful in adding these features in a simple, industry-friendly manner. Collaboration with Custom Officers (Interpol, Europol) by e.g. Providing them direct access to the Database is an example to fight counterfeit.
