2. Steps
Step 1: Citizen(s) identify a law that they feel should be on the ballot
Step 2: Write this proposed law very carefully because it cant be changed later
Step 3: Oregon voter fills out paperwork with election division

3. Steps Step 4: Gather 1,000 start up signatures
Step 5: Send proposed law to OR Attorney General and its opened for public comment
Step6: Anyone who doesn’t like the proposed law can ask OR Sup Ct. to review it. If they say its ok it moves on.

4. Steps
Step 7: Gather 88,000+ signatures (this number is based on the % of people who voted for governor in the last election)
Step 8: A statement must be written explaining the proposed law and its financial impact. This statement will go in the voters guide sent to all voters.
Step 9: People vote
