Provide strategic guidance, Recommend policies and national deployment approaches, Provide critical program reviews, Assess the risks associated with deployment, Commit the resources of their organizations, Educate their organizations and supporting institutions

3 CAV-ELT April Meeting Results
April 22, 2016 CAV-ELT meeting in Detroit Members invited other stakeholders including private sector, Academia, other associations and others Identified 7 high priority policy perspectives National Guidelines Early-Stage Risks Interoperability Industry-Government Information Exchange Data Access Provisions Public Outreach and Education Planning Scenarios.

4 Policy Perspective (1): National Guidelines
Nature and Scope of Issue Articulate the roles & responsibilities of all levels of government Federal, state, regional, county & city Based on AV use cases for wide deployment of mobility services Infrastructure planning, design, operation & maintenance for AV use Standards for AV-friendly infrastructure This policy perspective is being pursued as a NCHRP (20-24) research project

5 Policy Perspective (2): Early-Stage Risks
Nature and Scope of Issue FCC allowing unlicensed uses within the 5.9 GHz band reserved for safety Less spectrum or lower-quality spectrum Need for re-testing Security and privacy of networks used for CV, AV and CAV The stakes are raised with AV

6 Policy Perspective (3): Interoperability
Nature and Scope of Issue Availability of CV best practices to all levels of government and deployment consortia Peer-to-peer and best practice exchanges Public sector roles in communication and data support for AVs By use case and operating environment Potential needs for roadway classification Early – Stage Risks and Interoperability policy perspectives are being combined and a “white paper” is prepared to be pursued for research

7 Policy Perspective (4): Industry-Government Information Exchange
Nature and Scope of Issue Voluntary industry-government data exchange to support the rollout of AV Feasibility study of the potential content and method of information exchange Potential role of industry associations and independent organizations

8 Policy Perspective (5): Data Access Provisions
Nature and Scope of Issue Data streams generated by CV, AV and CAV will have high value Transparency and early risk detection, and management of the network. Safety related data and data exchange for V2V,V2I, and V2X Privacy, security, and liability matters related to data Non-safety related data(i.e. traffic operations and signals) Data Processing, backhaul, communication interfaces, standards, and protocols

9 Policy Perspective (6): Public Outreach and Education
Nature and Scope of Issue Strong public-private agreement on advancing CAV Urgent need for development of a comprehensive public outreach and education program for CAV. Should include travelers, elected officials and public and private entities in the CAV ecosystem.

10 Policy Perspective (7): Planning Scenarios
Nature and Scope of Issue Need for set of planning assumptions, scenarios and tools to include CAV in long-term planning and budgetary issues. The wide-range deployment of CAV will profoundly influence agency planning activities

Conduct 2-3 webinars throughout the year Updates on high Priority policies Update on NCHRP CAV activities and solicit guidance 1-2 face to face meetings Update on overall State-of-the activities in CAV States activity updates Specific project and program updates
