Didn’t want to add to the panic, so he appeared calm. Believed in American “rugged individualism” that would pull us through. Afraid of socialism, which was established in Europe, and now very appealing to Americans. He was worried, and organized several conferences with business, bank, and labor leaders.

Pros: Fund public works, create jobs Cons: Less money  less spending  hurts business Keep taxes low and borrow money (run a budget deficit) Cons: Less money available for loans  bad for business
