The possible primary source documents associated with this would be: a quote from a legislator who expressed Clinton’s success in pushing environmental policy, an environmental law passed during Clinton’s administration, a newspaper article discussing the federal budget successes during the administration, and a Clinton speech regarding his budget reforms.
Secondary sources you would also need to use: a historian’s account of the effectiveness of both his budget policy and his environmental policy, whether the environmental laws are still effective/in-effect, how long the budget was balanced or the effects of the balancing of it (economic historians).
